Demonstration Research On Farmers' Right To Confirm Farmers' Turning Of Farmland

The development of urbanization and the migration of rural surplus labor force have led to the phenomenon of idle land abandonment.Land ownership is a realistic demand for promoting the circulation of land,protecting the land property rights of rural households and the reform of the rural land property rights system,and it is also a wise move to improve the "three rural issues".The"Central No.1 Document" was also clear in 2013 and proposed to complete the registration and issuance of land contractual management rights within five years.Subsequently,the right to land contractual management rights work in full swing across the country.In the context of realizing rights,the paper takes the recognition of rights and cognizance of right as the entry point,and penetrates into the three counties in the southwest border of Guangxi.Quantitative and qualitative methods are used to explore the relationship between land ownership and farmers' willingness to flow and the underlying mechanism..The relevant conclusions of the study arc as follows:Based on an empirical analysis of rural households in three counties,whether or not the farmland rights are confirmed will hinder the farmer's willingness to transfer farm land,and did not pass the significance test.Finding out the ways of ensuring the right,determining the right and effect of the practice,the farmers\attitudes to confirm the right,and the degree of understanding of the policies have contributed to the farmers' willingness to transfer,but it is not significant either.The determination of power disputes,the intensity of awareness of property rights and the attitude of privatization of land will hinder the willingness of farmers to transfer,and pass a statistically significant test.The significance of land property rights to farmers is overestimated.The reason is that the limited value of rural land itself,the social environment of rural land property rights,and the country's legal environment all limit the applicability of property rights theory in China.In fact,farmers' willingness to transfer agricultural land is the result of factors such as the gender of the households,migrant workers,circulation experience,and labor ability.Therefore,in advancing the process of ensuring the rights of agricultural land,we must strengthen the social environment of rural land property rights and the country's rule of environment law,further improve the land circulation market,establish a dispute mediation system,and adopt flexible and determinant methods to promote agricultural land circulation.
