Research On Problems And Countermeasures Of Farmers' Poverty Alleviation Policies In Guizhou Ethnic Areas

With the great goal of realizing the country's full entry into a well-to-do society by2020,the problem of poverty alleviation in ethnic areas is particularly important.Many ethnic minorities in Guizhou still live in a mountainous area far from the central city and have poor infrastructure.“Depending on the mountain” and dependence on the traditional small-scale peasant economy are the living conditions of ethnic minorities in these areas.Therefore,to understand the situation and distribution of poverty in ethnic areas in Guizhou,to know the implementation of poverty alleviation policies in Guizhou ethnic areas,to explore the causes of problems and problems in poverty alleviation policies in ethnic areas in Guizhou,and to provide corresponding countermeasures for Guizhou.It is of far-reaching significance to achieve full poverty alleviation.This article first elaborates the core concepts,theoretical basis,and policy effectiveness characteristics of farmers' poverty alleviation policies in ethnic regions on the basis of combing domestic and foreign relevant literature,and tries to analyze the government in Guizhou,from the macro,meso,and micro perspectives.Problems and Causes of the Formulation and Implementation of the Poverty Alleviation Policy for the Farmers in Ethnic Areas.This paper believes that the problems existing in poverty alleviation policies in ethnic minority areas in Guizhou are:poverty alleviation policies do not fully reflect the principles of fairness and justice;poverty alleviation policies do not fully provide scientific and rational basis for poverty alleviation;poverty alleviation policies have long-term guidance for poverty alleviation in ethnic areas;poverty alleviation policies The feasibility of implementation is low and the implementation process is difficult to control.The main reasons for the problem are the following: The policy unit is too large or too small to be practical;the policy formulation and implementation do not pay enough attention to the economic and environmental factors;the policy is not well-publicized and the awareness rate is low;the implementation of the poverty alleviation policy is single.Then,based on the reasons for the problems and problems,the author discussed the basic countermeasures for solving the problems in poverty alleviation policies in ethnic minority areas in Guizhou: First,the formulation of poverty alleviation policies must implement fairness,justice,and strategic thinking;second,the formulation of poverty reduction policies.Third,poverty alleviation policies should be promoted and the awareness of farmers should be improved.Fifth,the pluralism of poverty alleviation policies should be promoted in order to enhance the vitality of policy implementation.
