In recent years,comprehensive budget management has been adopted by more and more domestic and foreign companies and has achieved certain results.However,with the development of the market economy,the drawbacks of the traditional comprehensive budget management are also slowly emerging.The focus of the company's attention should not only be on the completion of the production and operation plan,but also on how to maximize the value of the company by realizing value added.At present,China's economic development has entered the “new normal”,and the manufacturing industry,which is an important part of the secondary industry,has experienced slower development and has a greater downward pressure.M company,as a petrochemical company,has been greatly impacted.In the fierce market competition environment,effective cost control has become an important means for the company to enhance its competitiveness.Therefore,M Petrochemical Company has already established a comprehensive budget management system.Although it has achieved certain results,here are still some deficiencies in budget management.For example,the company only pays attention to the maximization of local value and cannot effectively allocate resources.Unreasonable division,the most important thing is not paying attention to the important role of the value chain.This article optimizes the overall budget management from the perspective of the value chain to make up for the deficiencies in the implementation of the overall budget management.This paper adopts a combination of theory and practice.Taking M company as an example,combining the characteristics of the company's production and operation and the current state of budget management,it explains the necessity of establishing a comprehensive budget management system based on the value chain in M company.Determination and analysis of external value chains,determination of budget objectives,reconstruction of budget organization systems,budget preparation,budget management and optimization,budget assessment and incentives,budget implementation effects and safeguard measures,elaborated on the value of M Petrochemical Corporation The construction and implementation of a comprehensive budget for the chain.The establishment of comprehensive budget management based on the value chain is of great significance for M company to allocate limited company resources to valuable work activities,optimize resource allocation,increase market competitiveness,and maximize company value.
