Shanxi Province Science And Technology Innovation Platform Operation Efficiency Evaluation Research

There are several measures in Shanxi province, in recent years, used toachieve Innovation-type province, change the economic growth pattern,readjust and optimize the industrial set-up,which such as integrating of its allkinds of innovation subjects, optimizing the allocation of various resources,perfecting the structure of science and technology innovation platform. Theregional technology innovation platform is an integrated system, which containsmany factors and invests huge innovation resources. To analyze the runningefficiency of innovation platform. To analyze the running efficiency of theinnovation platform, this article chooses from its framework, objects, theinvestment of the resources and outputs view.This study builds the running efficiency and the whole framework of Shanxiprovince science and technology platform, which based on summarizing anddrawing lessons from the existing theoretical research and case analysis results.As well, this article studies it from innovation bodies, its function platform, theinvestment of financial and human resources views. The study selects theindicators of input and output and analyzes it with DEA method. First of all,from the perspective of transverse provincial, the efficiency of Shanxi,compared with the one of the other provinces, has some problems. We can findout that the Shanxi’s efficiency is lower than others, for example, theinvestment of financial and human resources and outputs. Then, from the angleof the longitudinal, we study the industry-university-institute cooperationplatform. The result is the overall positive trend, but from the individual view,in terms of the investment of capital, human resource, the number of theinvention patents and papers, university is best, institute is last. So, it means thatinstitutes should increase the input of innovation resources, improve theefficiency of innovation activities. According to the results of the analysis, targeted to improving the efficiency of the science and technology innovationplatform of Shanxi Province, this paper presents the improvement measures.
