The biggest social problem facing Korea and China at present is the uneven distribution of wealth,especially in the field of real estate.The problem of real estate is a by-product of rapid economic growth.To solve this deep-rooted problem is an important issue facing Korea and China.South Korea and China are different in real estate system,but they are faced with how to improve the real estate system to stabilize the real estate market and realize the steady development of the economic market.In August 2017,the Korean government issued a strong real estate related policy,including increasing the transfer income tax and strengthening the financial supervision of many housing tenant,but the effect is not satisfactory.After entering 2018,the Korean government is brewing a plan to strengthen the real estate tenure tax.Since the abolition of the housing distribution system in 1998 and the commercialization of housing allowed by the Chinese government,the price of real estate has been rising continuously in the past 20 years,which has caused many social problems.In 2014?2015,most local governments in China worried about the real estate market being in trouble,and began to implement policies that would help the real estate market to pick up.Since 2016,the real estate market in China has been overheated.In South Korea,the "MOON JAEIN government" established in 2017,to solve the problem of inequality and social polarization,implemented the minimum wage increase,expanded a number of welfare system and policy.It is particularly noteworthy that the Korean government has tried to strengthen the "concept of land public",which has weakened over the past 10 years,to increase the tenure tax of real estate and to eliminate the inequality of wealth caused by real estate.In China,“the nineteenth National Congress of the Communist Party of China",held in 2017,clarified the transformation from quantity expansion to quality improvement.If the former policy of reform and opening up is aimed at solving the contradiction of productive forces,the nineteen major Communist Party of the Communist Party of China declares that the contradiction of social and economic inequality is a new issue in the new era.The real estate tax system reflects the political and economic philosophy,and the real estate tenure tax system is the most changeable tax system for Korea and other countries through electoral alternation.The reason is that the inclination of the power is different.The market makers who value the market function hope to reduce the real estate tenure tax as much as possible,and the one who pays attention to the publicity of the land wants to increase the real estate tenure tax.China pays most attention to the public property of the land and implements the "public ownership of land",while the system of real estate tenure tax remains in name only,which is paradoxical.To compensate for the market failure caused by the inherent characteristics of real estate,the government can intervene in the market.This paper sorts out the process and status quo of China's real estate system transformation after the founding of new China.The present situation of China's real estate tenure tax system is expounded and evaluated.By introducing the current status of the real estate tenure tax system in Korea,the focus of China's dispute on the real estate tenure tax and the improvement scheme are discussed.Learn from the real estate tenure tax system of Korea,and discuss the concrete improvement plan that can be implemented in a short time.It is pointed out that the "land public concept" of Korea and the "land public ownership" of China are the system adopted by two countries with different ownership of land ownership for the common purpose of realizing the public property and effectiveness of land use.It emphasizes the necessity of China to increase the real property tax in order to solve the economic inequality,the local government to raise the financial income and stabilize the real estate market.In view of this,this paper,in order to solve the main cause of the increasing economic inequality in China,the real property problem,puts forward the proposal to increase the real estate tenure tax,and introduces the system of the Korean real estate tenure tax,and provides reference for the exploration of the improvement scheme of the Chinese real estate tenure tax.
