Accompanied by the acceleration of the urbanization process in China,most of the cities in China are blindly expanding their scales and the phenomenon of “spreading cakes” is serious.In 2014,the "Provisions of Economical and Intensive Land Use" of the Ministry of Land and Resources put forward the "Implementation of total control and reduction strategies for construction land use" to deal with the disorderly expansion of the city scale,lots of land used inefficiently and other issues.The land management departments in different areas are required to strictly control the increment,activate the stock,optimize the structure,and increase using efficiency.In 2015,“Overall Plan for the Reform of the Ecological Civilization System” of the Central Committee of the CPC Central Committee and the State Council proposed the “implementation of total control and reduction management of construction land”.In April 2016,the Ministry of Land and Resources issued the "Thirteenth Five-Year Plan" Outline for Land and Natural Resources.In the outline,every local government is requested to establish a total control and reduction management system for construction land in the period of "Thirteenth Five-Year Plan".“downsizing” the total amount,revitalize the stock of land,and increase the reduction of construction land,which are considered as a national strategy.This paper starts with the concept of reduction and then studies the specific content and practice model of land use reduction based on the policy background.Firstly,the City,Zhengzhou,was selected as the research subject.the construction land was divided into five parts: total amount,increment,stock,quality,and flow.The land resources bearing capacity evaluation,Cobb Douglas production function,and the intensive use of construction land,qualitative and quantitative evaluation,and reclamation vouchers are used respectively as methodology to analyze the "five quantities" of construction land.Secondly,practical experience of reduction in construction land in Shanghai and reduction actions in Wuxi will be introduced as excellent cases in this paper to provide some good solutions for the land use reduction plan in Zhengzhou.Finally,the recommendations and countermeasures for the “five quantities” of land for construction use in Zhengzhou City were proposed based on all of analysis.Throughout qualitative and quantitative analysis of the research subject,the results illustrate that it is a new requirement for urban land use to promote the reduction of land for construction.Specific reduction strategies in Zhengzhou include:(1)The total amount of construction land should be controlled flexibly.Zhengzhou is in a relatively fast economic growth phase.urban development demand for construction land to some degree.In 2016,the land resource bearing capacity of Zhengzhou City was 0.791,which did not reach the level of strong bearing capacity.Blindly reducing the total amount will inevitably affect urban development.Therefore,the flexible boundary of urban growth should be defined to avoid the unlimited expansion of the city.(2)Reducing the increment in construction land use.This study uses the CD function to measure the contribution of land factor to the economy and finds that the annual average contribution of land resources input to economic growth in Zhengzhou City is only 13.84% from 2009 to 2016,much lower than the labor force(42.53%)and capital(33.23%)as the main contribution to economic growth,the land factor has been not a significant factor to promote urban development.With the total amount of land used,the supply of new construction land should be gradually reduced.(3)The efficiency of using in stock of construction land needs to be improved.In 2016,the intensive use of construction land in Zhengzhou steadily increased,with a score of 0.659 in 2016,which is only at a relatively intensive use level,and the quality of land using is inefficient expansion.The level of intensive use of construction land and efficiency of land using need to be still greatly improved.In the processing of reduction of land for construction,taking advantage of stocks and improving quality is a crucial step.(4)The use of flow construction land is so inefficient that trading market for flow indicators should establish completely.The sourcing of Zhengzhou's reclaimed bonds index is relatively narrow,most of objects are used for the development and construction of commercial housing,and the forms of utilization are relatively single,but the scope of trading is relatively large,and the resumption certificate system is a beneficial attempt for Zhengzhou to explore the transaction market of flow construction land.
