Research On The Circulation Efficiency Difference Of Cultivated Land In 11 Cities Of Shanxi Province

As an irreplaceable scarce resource,the effective use of land resources is particularly important.,With the process of urbanization continues to advance in recent years,the support of national policies for the cultivated land circulation has been increasing day by day,the cultivated land circulation has been promoted in more and more places,Cultivated land is the support and security for the vast number of farmers to survive,with the continuous expansion of Cultivated land circulation,the efficiency of Cultivated land circulation also should be pay attention to.However,the current situation shows that the efficiency of Cultivated land circulation is not significant.Therefore,put11 cities under the same efficiency evaluation system can not only intuitively know the relative levels of efficiency among 11 cities,but also contribute to compare the differences in efficiency among the 11 cities.It is of great significance to adjust the input-output structure of the cultivated land and contribute to make the policy of cultivated land circulation in different regionsBased on the definition of the efficiency of Cultivated land circulation and the summarizing of the related theory,the paper quantifies the efficiency of Cultivated land circulation into two aspects:agricultural production efficiency and peasant income efficiency,and establishes the measurement framework,then selects the indicators,Data Envelopment Analysis(DEA)was used to measure the efficiency of cultivated land circulation.The paper selects the VRS madel to calculate the efficiency value.In order to analyse the changing tread of efficiency in various cities,the Malmquist index method is introduced,based on the data from 2013 to 2015,the results of changes in the efficiency have been obtained.This paper analyzes the difference of Cultivated land circulation efficiency among11 prefecture-level cities,Firstly,analyzes the current situation of Cultivated land circulation efficiency among 11 prefecture-level cities based on DEA,secondly,analyzes the difference of Cultivated land circulation comprehensive efficiency among 11prefecture-level cities based on DEA,finally,using Malaquist index method to analyze the difference of cultivated land circulation variations efficiency among 11prefecture-level cities.Based on the analysis of efficiency differences,the analysis showsthat the reason for the difference in efficiency is the lack of input and redundancy of output in the circulation of cultivated land.The result in this paper show that:the efficiency of cultivated land circulation in Shanxi Province is still low;there is an imbalance between agricultural production efficiency and peasant income efficiency in all regions,and most cities the agricultural production efficiency is higher than that of peasant income efficiency;most cities(occupying 64% of all cities)'s peasant income efficiency and only a few cities(occupying 36% of all cities)'s agricultural production efficiency show a positive growth trend from 2013-2015;Due to the constraints of agricultural technology,resource endowments and insufficient supply of labor,there is an issue of unreasonable input structure in cultivated land circulation.The research suggest that,Cultivated land circulation is an effective way to improve the utilization rate of cultivated land.The efficiency of cultivated land circulation is related to the utilization rate of cultivated land.To improve the efficiency of cultivated land circulation,the government should play a leading role,pay enough attention to the cultivated land circulation,and guide the industrial structure actively.On the micro aspect,the scale of input and output should be adjusted according to local conditions,and achieve a reasonable input-output structure as possible as we can.
