Vegetables play an important role in human life.Vegetable planting is an important part of the agricultural economy and has always been valued by the government.Since the "vegetable basket" project was put forward in China in the late 1980 s,the sustainable and healthy development of vegetable production has given a positive impetus to the development of agricultural economy.Harbin vegetable production has certain advantages in terms of market conditions, climate, etc.and plays an important role in vegetable production in Heilongjiang Province. However,in recent years, the overall scale of vegetable production in Harbin City has been declining, and it is faced with problems such as insufficient production levels of farmers, weak government support, large seasonal influence, and high production costs. Therefore, the influencing factors of the input and output efficiency of vegetable production in Harbin are studied, and the countermeasures to promote the input and output efficiency of vegetable production in Harbin are proposed, which is of great significance.Based on this,on the basis of literature research and field research, this article studies the factors affecting the input-output efficiency of vegetable production in Harbin.First, the relevant literature on vegetable production and input-output efficiency was combed, and related concepts such as input-output efficiency were defined.Based on literature research and field research, using data from 300 sample farmers 'vegetable input and output from 8 counties and cities surveyed from March to September 2017,using DEA analysis methods, the efficiency of vegetable input and output of sample farmers was measured. Therefore,it reflects the input-output efficiency of vegetable production in Harbin, and finds that the input-output efficiency value of vegetable production in Harbin is generally low,the resource input efficiency of vegetable production is not high, and the average scale efficiency is generally low.The current status of production analyzes the problems in Harbin's vegetable production.Based on the perspective of farmers,we build an analysis model of factors affecting input and output efficiency of vegetable production. The factors affecting the efficiency of input and output of vegetable production in the area of vegetable production, the factors of vegetable production, the environmental factors of vegetable production, the policy factors of vegetable production and the scientific and technological factors of vegetable production were analyzed in this paper.Based on the survey data, this paper makes an empirical analysis on the impact factor analysis model of the input-output efficiency of vegetable production by using multiple linear regression analysis, and obtains the influence degree of the factors on the input-output efficiency of vegetable production in Harbin. The results of the study indicate that rural households' education level, vegetable cultivation experience, land, human input, material input, policy advocacy guidance, and improved seed yield have a significant positive effect on the input and output efficiency of vegetable production in Harbin, including human input and material input. The most significant;climatic environment(affected area)has a negative impact on the efficiency of vegetable production in Harbin.Based on the above research conclusions, the policy recommendations for improving the input-output efficiency of vegetable production in Harbin are proposed: To improve the technical level of vegetablegrower production;to develop green vegetables and vegetable facilities;Strengthen the management of the vegetable seed market;to promote the standardization of vegetable production;to strengthen the government's scientific and technological support and production subsidies.
