Research On Project Financing Of The Government Payment PPP Of Zhongnan Corporation

The promotion of the model of Public-Private Partnership(PPP)is of great significance to speed up the new urbanization,realize the modernization of national governance,improve the ability of national governance,and build a modern financial system.However,the proportion of actual landing projects is still relatively low.The main reason is that PPP financing is difficult,and lack of Project Financing System.This paper study the PPP project financing plan from the Zhongnan Corporation perspective implementing in government payment PPP project.Firstly,this paper analyzes the basic situation of Zhongnan Corporation and the situation of government payment PPP projects in recent years are stated,it is necessary to further improve the existing financing experience and financing plan.Secondly,according to the financing characteristics of the PPP project purchased by the government,the paper summarizes the five financing modes which are common in the current practice and analyzes the transaction structure and specific content in detail.It deconstructs the characteristics and financing requirements of the life cycle cash flow of the PPP project,makes suggestions that how to choose the optimal financing scheme of pre-project period,construction period,operation period,the transfer period of four different stages of the life cycle.This paper designs risk management and risk sharing mode,and formulating six measures for PPP financing risk.This paper designed a financing scheme according to different stages of the life cycle characteristics of PPP,which has practical value.A risk management plan for infrastructure PPP projects is proposed,which can effectively reduce the risk of PPP project financing failure.The research results can also provide a new way of solving the full cycle financing scheme for the PPP companies,promote the wide implementation of the PPP project.
