In December 2007,the State Council formally issued a circular calling for the construction of Chang-Zhu-Tan City Cluster in Hunan Province of China as a pilot area for comprehensive reform of a two-oriented society.After a drastic experiment in the construction of a two-oriented social inner city,Gradually grow into a national demonstration unit.However,in the future construction of two-oriented society in Hunan Province,we must also deepen the development of depth and integrity and find new impetus to break through the problems existing in the construction of the two types of society in Hunan Province.Government procurement is the government's main macro-control policy tool,has enough power to become the fourth carriage,the use of government procurement can also Hunan Province,the construction and development of two-oriented society play a very strong role in promoting.In recent years,the government of our province has made some helpful attempts to support the construction of a two-oriented society?However,on the whole,the government there is still great potential for the procurement function to play.How to better play the role of the government procurement system in the construction of a two-oriented society will be an important issue to promote the two-oriented social construction in our province.This thesis regards the government procurement to support the two-oriented social construction in Hunan Province as the research topic.Through literature,comparative analysis and other research methods.It uses the knowledge of Economics,Finance,and jurisprudence.First of all,this article introduce the meaning of government procurement and two-oriented Society,further explores the correlation between building a two-oriented society and the procurement system.Secondly,it focuses on the promotion effect of Hunan government procurement on the construction of two-oriented society.On this basis,Government procurement in the two types of social construction in the development of the status and existing problems,in view of the reasons for these problems are further analyzed,drawing on domestic and foreign governments through the development of green procurement to support the--local experience and practice of two-oriented social construction,Hoping to provide a reference for the development of domestic government green procurement and thus contribute to the construction and development of two two-oriented society in Hunan province.Finally,it puts forward some targeted improvement measures,hoping to effectively solve a series of problems existing in the government procurement system in the process of building a two-oriented society in Hunan Province so as to promote the government procurement in Hunan Province to better support the construction of a two-oriented society cause.
