The Difficulties And Countermeasures Of The Construction Of "Small Cities" In Fuqing Jiangyin Town

With the advancement of urbanization and industrialization i Ch ina,the construction of "small cities" at the provincial level has be en actively carried out in all parts of the country.Jiangyin town is located on the southeast coast and its geographical location is supe rior.The establishment of Jiangyin provincial "small city" is an imp ortant measure to promote urbanization.It is an important embodim ent of adhering to the development concept of "build a big port,th rive and build a new city".The construction of Jiangyin provincial"small city" is of great significance for promoting the development plan,accelerating the reform of administrative system,closing the fr ee trade area and optimizing the spatial layout of Fuqing,making J iangyin the industrial city,the ecological city and the dynamic city of Fuzhou.In 2014,the Fujian provincial Party committee and the provincial government confirmed that Jiangyin town is the pilot proj ect for the first batch of "small cities" in the province.How to stre ngthen the construction of Jiangyin provincial "small cities" has bec ome a hot topic of social concern.This study takes jiangyin town of Fujian province as the resear ch object,combined with regional comparative advantage theory,ur banization theory,urban-rural integration theory,using the methods of literature,interview,questionnaire survey and inductive analysis t o describe the current situation of jiangyin town provincial " small city" construction,empirical analysis of jiangyin town residents' sati sfaction with the provincial " small city" construction;The article thinks that the infrastructure is not perfect;High financing difficult y;Frequent natural disasters and imbalance of inter-town interests are the main difficulties in the construction of jiangyin provincial "s mall cities",which are mainly caused by the lag of administrative s ystem reform and the mismatch of powers and financial rights.Sp ecial geographical location and the flow of resource elements betwe en regions are blocked.Based on this,the paper draws lessons fro m the construction of provincial "small cities" in Shaanxi,Qingdao and Zhejiang province,and puts forward countermeasures and sugg estions to promote the construction of provincial "small cities" in j iangyin town from the aspects of clear development orientation,stra ighten out development ideas,formulate action plans,deepen reform efforts,promote the innovation of system and mechanism,enhance the security intensity of elements,and enhance the vitality of publi c participation.
