Research On The Division Of Inter-Governments Powers And Expenditure Responsibilities In China Under The New-type Urbanization

In the process of urbanization in China,the development of urbanization is lagging behind the problem of space urbanization.The existence of this problem will inevitably lead to some adverse effects,such as the so-called "ghost city","empty city" and so on,and it causes serious waste of resources.Under the current fiscal decentralization system in our country,the local government has played a leading role in the direction,process and quality of the urbanization,and has a certain power to determine the financial policy orientation and the financial expenditure structure of the local government.After the eighteen National People's Congress,we put forward the concept of new urbanization,taking human as the core.That is,the transformation of the agricultural population from the farmers to the citizens is not only the transformation of household registration status,but also the upgrading of the content and level of public services,which requires a large amount of capital invested by the local government.The nineteen major reports also emphasized the development of new urbanization.Therefore,under the conditions of the unreasonable division of expenditure between the central government and the local government,the local government receives less financial revenue,but it also bears a relatively large amount of expenditure responsibility,which leads to the uneven balance of revenue and expenditure of the local government.The local government makes decisions based on the "rational economic man":vigorously developing the space urbanization and restraining the urbanization of the population,hindering the coordinated development of urbanization,and violating the development requirements of the new urbanization.This paper analyzes the impact of the division of government powers on new urbanization in China under the new urbanization.In the process of research,we focus on the negative impact,and focus on the analysis of the impact of the division of intergovernmental powers and expenditure responsibilities in china(total expenditure and expenditure structure)on the current new urbanization process on the current new-type urbanization process.After theoretical and empirical research,it is found that the unscientific status of the division of the intergovernmental powers and the expenditure responsibilities in china is indeed hindering the development of the new-type urbanization.Then,based on the four angles of the central government angle,the point of view of the local government,the design of transfer payment system from the perspective of floating population and supporting measures,this paper puts forward some measures to improve the division of the intergovernmental powers and the expenditure responsibilities in china in order to promote the development of the new-type urbanization.
