Study On The Difficulties And Countermeasures Of Accurate Poverty Alleviation In Counties

Over the years,China has undergone a series of major changes,including poverty,from general poverty,regional poverty to the basic solution to poverty.China's poverty alleviation undertakings have also undergone continuous changes in the system,continuous reform of policies and continuous innovation of methods.In the new normal state of China's economic development from high speed to middle and high speed,the reform has entered the deep water area,and the social problems become more complicated.The problem of rural poverty has seriously restricted the realization of a well-off society.In the face of the relative concentration and absolute decentralization of poverty,the state has put forward the policy of precision poverty alleviation as the working policy of poverty alleviation in the new period,which has proved that China has made decisive progress in the work of precision poverty alleviation.This paper briefly reviews the evolution of rural poverty form and the change of poverty alleviation work in China.After the development of poverty alleviation policy to precision poverty alleviation,all the poverty alleviation acts are centered around the target of precision poverty alleviation.On the basis of consulting the relevant government related poverty alleviation policy materials,the paper briefly expounds the basis of the Z County of Henan Province as the base of the provincial poverty alleviation county.This situation and the poverty situation are weak,the infrastructure is weak,the traffic constraints are prominent,the basic public service is insufficient,the agricultural science and technology support is weak,the drought and waterlogging disasters occur frequently,the farmers' income is unstable,and the return to the poor is serious;the county industry is weak and the rural labor capacity is weak four aspects to analyze the causes of poverty in the Z County of Henan province.As well as the measures taken in Z County for the precision identification and management of poverty information,the improvement of infrastructure,the basic living security of medical,education,housing and drinking water,industrial development,financial assistance,and village help and help the poor poverty alleviation work,the benefit of helping the poor and social benefit produced.Through the investigation,summary and analysis of the poverty alleviation work in Z County of Henan Province,I found that the county level government is facing some difficulties in the implementation of accurate poverty alleviation work in rural areas,such as accurate poverty information,accurate help,cadres in village work,resources delivery and so on.On the basis of the theory of public management and the theory of anti poverty,we should improve the precision mechanism of poverty information,increase the strength of poverty alleviation,set up the large data of poverty alleviation,set up a precise platform for helping the poor,and encourage the social participation to help the poor,the government and social enterprises work together.The mode of building poverty alleviation,improving the effectiveness evaluation system for poverty alleviation and improving work enthusiasm.
