Accurate Identification Of The Lowest Insured Objects In Liang Jia Zhai Township,Yuxian

At present,the work of poverty alleviation in China has entered a hard stage.Accurate poverty alleviation and accurate poverty alleviation have become the most important part of the country's poverty alleviation work.Among them,the rural minimum living security system as an important basis and the key of China's social assistance system,has important significance for the impoverished rural population living fallback.Under the influence of the two yuan economic system,the existing rural minimum living security system has limited life support for the poor farmers,and the development is far behind the overall economic development level of the local area.Besides,the guarantee mode of the rural minimum living security system is also single and passive,which makes the limited social assistance resources fail to give full play to its effectiveness,and there are widespread problems such as leakage protection,error protection and relationship protection.Therefore,the accurate identification of rural low insurance targets has become the key to improve the efficiency and actual effect of rural poverty alleviation.Based on in-depth understanding and analysis of the relevant systems and policies of a deep poverty village in Liang Jia Zhai Township,Yangquan,this paper systematically assessed the identification of the lowest insured residents by adopting interviews and questionnaires.This paper analyzes the problems existing in the implementation of the minimum living standard system in the following aspects: the policy of minimum living protection,the qualification examination process,the household income survey and the dynamic supervision and exit mechanism.In view of the existing subsistence security system in Yangquan city Liang Jia Xiang,according to the characteristics of samples collected,this paper selects the agent household survey method,constructed the evaluation system of the degree of poverty to the level of family income as an intermediary,and use SPSS software to analyze the effects of different factors on the degree of poverty and poverty,selects the dominant level and two indicators preferred.After that,the data of a sample village was selected to verify the effectiveness of the proxy survey method.It is concluded that the agent survey method can effectively realize the accurate positioning of the low insured population of such samples.Finally,in order to give full play to the role of the family agency survey,this paper from the policy propaganda,index of fit,transparency,supervision and management,puts forward some feasible suggestions on rural minimum living guarantee precision,provide reasonable suggestions for the use of the method.
