This article is the impact of the new rural social pension insurance on rural residents' consumption in the context of the national implementation of the strategy for rural development and a series of poverty alleviation policies proposed in the 19 th National Congress of the Communist Party of China.It is analyzed that the new rural insurance can be used as a social pension insurance system.One of the important factors of the rural residents' consumption potential is to provide a theoretical basis for the country to implement a precise poverty alleviation and rural rejuvenation strategy.This paper mainly studies the impact of the coverage of new agricultural insurance on the total consumption of rural households,and the impact of the new rural coverage on the consumption structure of rural residents.Finally,the paper analyzes the realistic mechanism of the new rural social security system and finds that there are sample selfselection problems in this paper.Therefore,a breakpoint regression model is established.This article uses 2013 and 2015 CHARLS microdata to establish a quantile regression model and a breakpoint regression model respectively for empirical analysis.The final conclusion is: The new rural insurance coverage rate has a positive effect on rural household consumption overall,but the new rural insurance coverage rate has a smaller effect on households with high and low consumption levels than households with a moderate consumption level.Because of changes in the consumption structure,further studies have found that the impact of new rural insurance coverage on the consumption structure of rural residents is not consistent.Among them,the number of clothing expenditures,the number of daily life expenditures,and the number of service expenditures all have a positive effect;while there is no significant effect on the number of food expenditures,the number of entertainment expenditures,and the number of production data expenditures.Finally,through the breakpoint regression results,it is found that the empirical analysis made through the theoretical mechanism and the actual mechanism is inconsistent.The results show that taking into account the problem of self-selection of samples,the rate of receipt of new rural insurance has no significant effect on the consumption of rural residents.The main innovation in this paper is the use of microscopic data,which is larger than the macro data sample size.Second,using quantile regression analysis,we focused on the different impacts of new rural insurance coverage on consumer spending at different points.Avoiding the mean return is vulnerable to individual extremes,and it can be more accurate to show that the level of consumption in any region is affected by the coverage of new rural insurance.Finally,taking into account the existence of sample self-selection problems,a regression model for breakpoints is established.The conclusions obtained are consistent with expectations.That is to say,the rate of receipt of new rural insurance has no significant impact on rural residents' consumption.
