In recent years,the economic development of the Northeast has slowed down and even retreated.With the advent of the information age,the speed of technological innovation is getting faster,and the level of technological innovation efficiency directly determines whether a region or a country can grasp the leading position.In the new era,new requirements have been put forward for the efficiency of traditional technological innovation.With the emergence of new trends in non-linear,decentralized and networked technology innovation activities,the most significant feature of technological innovation activities is the separation of research and development activities and transformation activities.In order to study the effects of R&D efficiency and conversion efficiency on the efficiency of technological innovation better,a new framework based on a two-dimensional perspective of R&D-transition needs to be constructed.Firstly,this article describes the background,significance,content,innovation and methods of research issues,then defines the relevant basic concepts and explains the relevant theoretical basis.According to domestic and foreign literature,I will summarize the literature from the overall development trend,industry,measurement methods and influencing factors.Then I will analysis of the high-tech industry status oftechnological innovation efficiency in Northeast China.Based on the data of the past 8 years and the “R&D-transformation” model integrated with various evaluation models,we will use the model of DEA to analysis the data.Then according to the calculation results,the comprehensive technological innovation efficiency of R&D dimensions and transformation dimensions is expressed in the form of two-dimensional scatter plots and divided into four quadrants.The results show that the technological innovation efficiency of the high-tech industry in the northeast region is in the third quadrant of the low R&D-low conversion dimension.In the end,the paper combines the above-mentioned data and analysis with the actual development of Northeast China,and puts forward corresponding countermeasures and suggestions...
