In recent years,China's high-tech industry has maintained a relatively rapid development,and China is transforming from a world high-tech industry power to a high-tech industry power.However,the development of high-tech industries in various regions of China is not balanced,and the development of high-tech industries in Northeast China is relatively lagging behind.This is also one of the main factors restricting the revitalization of old industrial bases in Northeast China.At present,how to promote the sound and rapid development of high-tech industries in Northeast China,which will help to promote the transformation of economic growth mode,and better play a role in promoting economic growth,and realize the economic revitalization of the Northeast region.Important economic issues.From the perspective of the practice of developed countries and regions,the key to developing high-tech industries is to improve the efficiency of technological innovation.Therefore,this paper identifies the research object as the technological innovation efficiency of high-tech industry in Northeast China.This paper firstly investigates the realistic basis and development status of high-tech industrial technology innovation in Northeast China,measures and analyzes the technological innovation efficiency of high-tech industry in Northeast China,analyzes the main factors restricting the efficiency improvement of high-tech industry technology innovation in Northeast China,and combines economic and social development in Northeast China.Actually,put forward corresponding policy recommendations.Specifically,the main research contents and conclusions of this paper are as follows:First,compared with other regions in China,the development of high-tech industries in Northeast China is slow and lagging.The development level of high-tech industries in the three northeastern provinces is uneven,Liaoning Province is the best,Jilin Province is the second,and Heilongjiang Province is the worst.There are significant industry differences in the development of high-tech industries in Northeast China.Among them,the pharmaceutical manufacturing industry and the development of aerospace,aircraft and equipment manufacturing industries have comparative advantages.By measuring the correlation between the development of high-tech industries and economic growth in Northeast China,it can be found that the development of high-tech industries and economic growth are in moderately coordinated development,that is,the high-tech industries in Northeast China have not played a very important role in regional economic growth in recent years.Significant.However,it also shows that the Northeast region has great potential to drive economic growth by relying on the development of high-tech industries.Second,there is still a certain gap between the level of technological innovation in high-tech industries in Northeast China compared with other regions in China,mainly in the areas of insufficient investment in technological innovation in high-tech industries,low output,and low ability to transform results.The principal component analysis method is used to empirically analyze the technological innovation capability of high-tech industries in Northeast China.The results show that the technological innovation capability of high-tech industries in the three northeastern provinces is at a low level compared with the whole country,and there is still a big gap compared with developed provinces..Through empirical testing of the main influencing factors and degree of influence of technological innovation capability,it can be found that the external environment of technological innovation and the ability to invest in technological innovation have the greatest impact on the technological innovation capability of high-tech industries in Northeast China.Thirdly,using DEA model and Malmquist index method to measure and analyze the technological innovation efficiency of high-tech industry in Northeast China,it is found that the technological innovation efficiency of high-tech industry in Northeast China is characterized by “low overall,slow speed,low R&D and low conversion”..Specifically,compared with the national and eastern regions,the technological innovation efficiency of high-tech industries in Northeast China has been relatively low in recent years.In terms of provinces,the technological innovation efficiency of high-tech industries in Liaoning Province is relatively high,but in recent years,Jilin Province And the technological innovation efficiency of high-tech industry in Heilongjiang Province has been improved to some extent,but Liaoning Province has not improved;from the calculation results of dynamic efficiency,the decline trend of total factor productivity of high-tech industry in Liaoning Province is more obvious;the high-tech industry in Jilin Province The efficiency of factor productivity increase is relatively fast.The technological innovation efficiency of high-tech industry in Heilongjiang Province is the lowest among the three provinces,but its development speed is relatively slow in recent years.In stages,the technology of high-tech industry technology transformation stage in the three northeastern provinces The efficiency is low,which leads to the overall low level of technological innovation efficiency in high-tech industries in Northeast China.In terms of industries,the technological innovation efficiency of major industries in the high-tech industries in technology transformation stage is biased This is an important reason for the overall low efficiency of high-tech industry technology innovation in Northeast China.Fourth,the technological innovation efficiency of high-tech industries in Northeast China is constrained by various factors such as industry,enterprise,government and external environment,including the unreasonable structure of high-tech industries in Northeast China,and imperfect institutional mechanisms.The degree of industrial agglomeration is not enough,the high-end talents of high-tech enterprises are in short supply,the quality of enterprises is not high,the efficiency of enterprise systems is low,the economic foundation of Northeast China is weak,the government policy support is insufficient,and the financial support system is imperfect.Further empirical tests using Tobit regression model found that factors such as ownership structure,government support,and financial institution support have a significant impact on the technological innovation efficiency of high-tech industries in Northeast China.To sum up,in order to improve the technological innovation efficiency of high-tech industries in Northeast China,the industrial structure of high-tech industries should be optimized from the industrial level,and the degree of industrial agglomeration should be improved;from the enterprise level,technological innovation investment should be increased to strengthen the transformation ability of scientific research results.Improve the efficiency of input and output of technological innovation,and improve the various systems of high-tech enterprises;from the government level,we should strive for more preferential policies for the development of high-tech industries,increase incentives for technological innovation of high-tech enterprises,and strengthen production.The construction of the research and research cooperation platform;from the external environment level,it should create a good external environment for high-tech enterprises,improve the financial support system of high-tech industries in Northeast China as soon as possible,and actively promote the international cooperation and exchange of high-tech industries.
