Research On System Innovation To Promote The Development Of Agricultural Industrialization

Agricultural industrialization is a key link in the modernization of agriculture,and institutional innovation is the most fundamental innovation.The Party Central Committee puts forward five major development concept s,and the concept of innovative development ranks first.It is the first driving force for development.The use of Marxist theory to study the development of agricultural industrialization in the perspective of institutional innovation is conducive to enriching Marxist institutional innovation theory and providing advice and suggestions for the government to guide the development of agricultural cooperatives in the new period and reform of the “three powers” system.Marx revealed the law of the contradiction between the productive forces and the relations of production,and considered that the system as a production relationship is essentially a social mechanism that regulates the interest relationship between people.Institutional innovation is the improvement of the production relationship,which in turn promotes the development of productivity.At present,many institutional impediments to the development of agricultural industrialization include: unclear property rights in rural land,weak willingness to transfer,impediment in dual household registration,failure of leading enterprises,weak financial support for agriculture,incomplete rural social security,and lack of public services in rural areas.Unbalanced infrastructure,lack of investment in agricultural research,etc.Overcoming these contradictions and obstacles can bring about the liberation of productivity and promote the development of agricultural industrialization.Because property rights system innovation can drive fundamental changes in the production relationship,financial system innovation can introduce multi-channel funding support.Household registration system innovation can promote talent flow and rational distribution.Public service system innovation can provide a good environment and basic guarantees.From the perspective of the five-in-one institutional innovation system,which focuses on the innovation of the rural land property rights system,including financial system innovation,household registration system innovation,public service system innovation,and technological innovation,the following countermeasures and recommendations are proposed after comprehensive analysis.In terms of innovation of agricultural land property rights system,village collectives should coordinate their functions and speed up the pace of reform of rural land “three powers”;in terms of innovation of rural financial system,financial institutions guide and encourage agricultural credit,build sharing platform on rights confirmation with financial institutions;In the rural household registration system and agricultural public service system innovation,we must establish the right of citizens to migrate freely in legal form,accelerate the formation of a social security system of urban and rural integration and increase the intensity of rural infrastructure c onstruction;in terms of technological innovation system,Establish an application service system for transformation of agricultural scientific and technological innovation achievements and improve the supporting system for agricultural science and technol ogy innovation.
