Study On The Industrial Development Quality In The Process Of Industrialization In China

“High-quality development” is the main melody of China's economic development in the new era and the later stage of industrialization.As China has entered a new normal in economic development,we have encountered a new domestic and foreign situation and a new development trend.We must put quality first and give priority to performance,and we should pursue supply-side structural reform as our main task,improve the quality of the supply system as the main direction of attack,and steer our economy toward high-quality development.Industry is an important pillar of the supply system and the national economy,and promoting industry toward high-quality development is the fundamental requirement of China's economic development in the new era,and it is also a fundamental method to solve the principal contradictions and outstanding problems at home and abroad.It is also the fundamental way to realize industrialization smoothly in the later stage of industrialization.However,there are few literatures on the industrial development quality,which makes the connotation of industrial development quality unclear,and the evaluation criteria of industrial development quality not unified at present.Therefore,it is difficult to grasp the basic situation and the changing trend of industrial development quality in an all-round way,so that it is impossible to accurately implement policies and measures to improve the industrial development quality.In 2018,the meeting of Political Bureau of the CPC Central Committee stressed that the key to achieving the goal of high-quality development is to establish an index system,a policy system,a standard system,a statistical system,a performance evaluation method and a performance appraisal system,which enables all regions and departments have reference to steering economy toward high-quality development.In view of this,it is of great practical significance to analyze the overall situation of China's industrial development quality and to guide all regions and departments to achieve high-quality development by defining the connotation and evaluation criteria of industrial development quality,and exploring its changing trend and driving force.Guided by the new concept of development,this dissertation combines the industrial development quality with the process of industrialization,compares the quality of industrial development with the speed of industrial development,and deeply studies the connotation and extension of the industrial development quality,constructs the evaluation index system of industrial development quality,analyzes the changing trend and driving force of industrial development quality in the process of industrialization,put forward the policy suggestions to further improve China's industrial development quality.Specifically,on the basis of reviewing and evaluating the related theory and research on industrial development quality,this dissertation firstly defines the connotation and extension of industrial development quality according to Marx's discussion on quality and industrial development theory.Then,under the guidance of the new development concept,this dissertation takes innovation,coordination,green,open and sharing as the evaluation criteria,and constructs an evaluation index system of industrial development quality with 20 indicators,which includes three levels of economic benefit,environmental benefit and social benefit,contains seven dimensions in industrial resource allocation efficiency,industrial scale structure efficiency,industrial technological progress efficiency,industrial international competitiveness,industrial energy saving and consumption reduction efficiency,industrial pollution emission efficiency and industrial radiation driving capacity.After that,taking the relationship between industrialization process and industrial development quality as the starting point,and taking the changing characteristics of industrial development speed as the reference,this dissertation deeply studies the general changing trend of industrial development quality in the industrialization process,and studies the different changing trend among different regions and industry types.What's more,under the guiding ideology of "Innovation-driven Development Strategy",the driving force of the industrial development quality in the process of industrialization is further studied,and the theoretical system of the changing trend of industrial development quality in the process of industrialization is formed.On this basis,as China is a big industrial country,and in the period of industrialization with Chinese characteristics after the reform and opening up,it has realized the transformation from a big agricultural country to a big industrial country,so this dissertation takes industry as an example,and analyzes the general situation and changing trend of China's industrial development quality from 1997 to 2016 in the regional and industrial perspective.It also empirically tests the influence of technological innovation and institutional innovation on the improvement of industrial development quality,and the heterogeneity of this influence among different regions,industries,stages of industrialization and different types of industrial policies.Finally,this dissertation puts forward some policy suggestions to further improve China's industrial development quality,then summarizes and evaluates the full-text research.Through theoretical and empirical analysis,it is concluded that,on the whole,with the advancement of industrialization,the quality of industrial development shows a steady upward trend,and the speed of industrial development shows a trend of first rising and then decreasing.The relationship between the industrial development quality and industrialization process is shown as a curve tilted up to the upper right with an increasing slope,and the relationship between the industrial development quality and industrial development speed is shown as a "bell-shaped" curve with an opening downward.Because there are regional potential energy differences among different regions and functional differences among different industries,there is a gap in the development level and trends of industrial development quality between different regions and different industry types in the process of industrialization.On the level of development,in the same period of industrialization,the quality level of industrial development in the eastern region is higher than that in the central and western regions,and the development quality level of the manufacturing industry is higher than that of the mining industry and electricity,heat,gas and water production and supply industries,and the development quality level of high-tech industry is higher than that of low-and middle-tech industry.On the trend of development,except for the declining trend of the industrial development quality of the mining industry,the changing trend of the industrial development quality of all regions and industries is basically consistent with the general change trend of the industrial development quality.Technological innovation and institutional innovation are both important factors that affect the improvement of industrial development quality.Technological innovation always plays a significant role in promoting the industrial development quality in the process of industrialization.The effect of institutional innovation on the improvement of industrial development quality is more obvious in the middle and later stages of industrialization.Moreover,the institutional innovation with the content of functional industrial policy and dominant industrial policy plays a more important role in improving the industrial development quality in the middle and late stage of industrialization.Therefore,we should conform to the changing trend of industrial development quality in the process of industrialization,seize the strategic opportunity of accelerating the rise of industrial development quality in the later stage of industrialization.We must guide industrial development to a new type of industrialization with the new development concept,firmly implement the innovation-driven development strategy,take industry as the foundation and focus,and vigorously promote supply-side structural reform to further improve the industrial development quality and to promote the smooth completion of China's industrialization process.
