Study On The Monitoring Of Poverty Alleviation In Rural Tourism In Xinhua County

The poverty alleviation in rural tourism is an important measure contributing to building a moderately prosperous society in all respects.Xinhua county of Hunan province is a national poverty-stricken county and one of the key counties in the rural tourism poverty alleviation program,which is rich in rural tourism resources,with 102 rural tourism poverty alleviation villages.In order to test the effectiveness of rural tourism poverty alleviation,as well as improve the monitoring system and promote the policy to come to fruition,in this paper,literature mining,field survey and comparative analysis were used,on the basis of the researches on rural tourism,rural tourism poverty alleviation and rural tourism poverty alleviation monitoring,and the theoretical basis,basic principles,basic framework,specific contents and monitoring methods of rural tourism poverty alleviation monitoring system were systematically studied.The rural tourism poverty alleviation monitoring system in Xinhua County has been improved from six aspects:poverty alleviation,social conditions,infrastructure,location conditions,poverty causes and discrimination between poverty alleviation and relief,including 24 core indicators and 110 basic indicators.Measures to strengthen the monitoring of poverty alleviation in rural areas were put forward,such as"changing ideas,boosting confidence","establishing third-party monitoring mechanism" and "setting up rural tourism poverty monitoring network platform".In addition,it is found that the poverty alleviation of rural tourism in Xinhua County has made some but inconspicuous progress in recent years,as Xinhua County is still the poorest area in the Wuling Mountain area,with 137,976 poverty-stricken people,158 poverty-stricken villages and a incidence of poverty of up to 9%,and urgent attention is demanded.
