Research On The Application Of PPP Model In The Feature Town Project

The characteristic town is a comprehensive project integrating leisure,pension,tourism,industry and investment,an important carrier of new urbanization,it is a good solution to the uncoordinated development of Urbanization.With the introduction of all kinds of good policies,the characteristic town is highly valued,which will also usher in a boom in the construction of characteristic town projects.However,in the early stage of the characteristic town,the construction of infrastructure is the main construction,and the investment amount is huge,which is a big challenge to the local government finance.In recent years,the PPP model has been developing strongly under the incentive of domestic policy,the promotion of PPP model will become a new normal state of economic development for a period of time in China.In 2017,the construction of the characteristic town was carried out throughout the country,and the demand for the operation of the PPP model was becoming increasingly prominent.Therefore,the introduction of the PPP model to build a characteristic town project will be the operating tool for the strategic landing of the characteristic town.Firstly,from the characteristics of construction difficulties,PPP model features and its application at home and abroad,analyzes the feasibility of the characteristic PPP model town,starting from the policy guidance,participation demand,operation foundation,practice four aspects respectively,specific analysis of its feasibility.Secondly,construct the operation mode of the PPP project in the characteristic town.By analyzing the responsibilities of the parties involved,make the structure of the PPP model characteristic town,then form its operational framework.Combing the operation process,analyzing the difficulties in the process ofoperation.There are many participants in the special town,so profit distribution is the key point,constructing Shapely profit distribution model to solve the problem of participant allocation.Using the Shapely value method to distribute the profits of all parties under the PPP model。Finally,the feasibility of the operation model and the benefit distribution model of the characteristic town PPP project is verified with the case of the Huangguoshu tourism characteristic town project.On the basis of the analysis of successful cases,suggestions or solutions for the construction of characteristic towns are proposed.
