Since the start of reform and openness, the Chinese economy is growing fast and now the process of urbanization in China is moving more rapidly than any other country in the history of development. From 1950s to 1980s, the urban population in China was increased from 70 million to 196 million. But since the beginning of 1980s, the rapid development increased the demand for labor force in cities, especially in the developed cities. Now there are about 500 million people are working and living in cities.The small towns in Liaoning Province have been involved in the developing trend deeply. With the passing of time, those small towns have realized that they must be capable of providing more working opportunities and living conditions for the growing population. And also they need to provide good s social security system and other counterpart services. Differing from big cities, the small towns have their own special demands for various reasons including the position of small town in the political administration system in China.The rate of populations in cities, small towns and rural areas of Liaoning Province is 4: 1:5. It is a "dumbbell" structure. From the view of this point, the small towns have not been a good connecting point between cities and rural areas and don't play the role of supporting the development of rural areas. Meanwhile the industries in the cities and small towns fail to provide strong support for the development of agricultures and abstract extra labor force. But in western countries, it is the structure of rhombus, which has absorbed a large of population and provided big space for the development of cities.This article focuses on discussing the problems facing by the small towns and the modes formed in the process of development. And also the article discusses the economic features and challenges that the small towns meet in the development of local economy. Auther has recommended five development modes and the roles of policies provided by the provincial government and the various capital input are the main topics. The domestic and international experience on the development of small towns is introduced by the small towns in Liaoning Province. Through the above discussion, the article tries to provide a strategic framework for the development of small towns in Liaoning Province.
