Because emergencies have the characteristics of sudden triggering and unbalanced status,As a result,the degree of difficulty in predicting emergencies is high.Contingency plans for pre-risk can't work.Therefore,once emergency events such as earthquakes,floods,production accidents and terrorist appears,supply chain will suffer huge damage,such as supply disruptions.If supply disruptions are not resolved in time,further evolving into more serious consequences,such as the collapse of the supply chain,eventually making the supply chain coordination more difficult.Therefore,for the supply chain that is endangered by emergencies,it is necessary to use kinds of available source to form a contingency plan for emergencies timely and effectively,On the one hand to solve supply disruptions in the supply chain to curb the expansion of emergency hazards to the supply chain;on the other hand,to enhance the ability of the supply chain to deal with risks,or even taking the opportunity to emergencies,snatching industry new market or from winning the crisis to win more markets.In supply chain emergency system,there are many uncertain factors,such as uncertainties,lead times and disturbances of customer demand,all these factors will cause the fluctuation of the operation of supply chain emergency system.T-S fuzzy system has good robustness,it can effectively restrain the system disturbance caused by internal and external factors in the system,and the robust control method can solve the robust solution that is closest to the optimal solution in the sense of disturbance,therefore,based on the above analysis,this paper designs a backup manufacturer for the supply chain with disruptions in supply chain.The emergency measures for supply chain designed are as follows:Distributors who suffered supply disruption can order from the backup manufacturer,and part of the distributors who can be supplied,and can use the above two kinds of emergency measures both at the same time.Firstly,considering the limitation of manufacturer's capacity during the operation of the system,a kind of basic T-S fuzzy model based on supply disruption is established based on the basic model;in order to make the model more practical,based on the basic model,consider two factors to enrich and improve the basic model.One is considering the uncertainties of various parameters in the operation of emergency system,an emergency T-S fuzzy model of uncertain supply chain based on supply disruption is constructed;the anther is considering the lead time of non-emergency order in emergency system,a type of supply chain emergency model with lead time based on supply disruption was constructed.And the application of fuzzy robust control method suppresses the fluctuation of emergency system operation under the above three models and controls the supply chain emergency operation system to the robust stability.Three simulation examples of the steel industry are respectively introduced into the three models.The results show that the model can realize the inventory-based flexible switching of the emergency system,restrain the fluctuations of the system variables with the switching activities,and also restrain the uncertainty of the parameters and the lead time and the other fluctuations caused by the operation of the system,protect the distributors which suffered supply disruption can continue to meet customer needs,the tilt of the supply chain system to resume smooth operation.
