Since the reform and opening up,the Chinese economy has achieved remarkable results.Various new urban areas such as development zones,bonded zones,free trade zones and state-level new areas,as an important space carrier,have played a huge and irreplaceable role in the process of integrating China into a globalized economic system,participating in global competition,exporting foreign exchange and realizing economic growth.Compared with other development zones with different functions,the state-level new area is a super-large-scale comprehensive urban new district directly approved by the State Council.They have more diversified strategic objectives and are responsible for solving various systemic problems in reforming and development.In the course of practice,the state-level new areas have shown a set of problems including irrational layout of industrial space,the separation of industrial functions and urban functions,inhibiting the accumulation and cultivation of various economic innovation elements,leading to excessive urban spread and various types of the phenomenon of Non-cooperative gaming,which has finally made it difficult to achieve the strategic goals of the new areas.Therefore,we should choose the appropriately perspective and theoretical methods to explore the deep-seated reasons for the differences between practice and goals in the development of state-level new areas,and then propose some corresponding strategies to develop the new areas.This paper has a nice theoretical and practical significance for enriching the regional economic theory with Chinese characteristics and breaking the development dilemma of the national new district.Since the middle and late 20 th century,the relationship of time and space of human society has been rapidly reconstructed,and the original social sciences have gradually begun to develop from the time of attention to the space of concern.The "space turn" is becoming the overall trend of the humanities and social sciences research field.Starting from the theory of space production,this paper defines space as a space system composed of physical space and social space.It is believed that the national new areas are the result of the new national strategic space production through rescaling.And this paper further analyzes the main purpose and connotation of space optimization in the national new area.At the same time,this paper makes a comparative analysis of the economic development of the existing 19 national-level new areas,and summarizes the overall characteristics of the new district from the establishment stage and strategic positioning.And then,from the four aspects of space production in the new district and space output efficiency in the new district,the outstanding problems faced by each new district are proposed.Furthermore,this paper divides the key content of space optimization in the national new district into three areas: regional space optimization,institutional mechanism innovation and regional coordinated development.Based on the logical relationship framework of these three,a state-level new area space optimization evaluation index system with four levels and 37 bottom-level indicators is constructed,and the weights of each index are obtained through the analytic hierarchy process.The Pudong New Area,the New Area of Zhoushan Islands and the Binhai New Area are selected as empirical objects.From the perspectives of relative development and self-development,the spatial optimization level of the three national new districts from 2011 to 2017 is analyzed.The empirical research shows that:(1)Under the perspective of relative-development,the spatial optimization development level of Pudong New Area is growing slowly,the Zhoushan Islands New Area is growing rapidly and the Binhai New Area is showing a downward trend.(2)Under the perspective of self-development,the spatial optimization development level of Pudong New Area and Binhai New Area has increased firstly and then decreased.The Zhoushan Islands New Area is showing a trend of rising volatility.(3)The main reason for the decline in the level of spatial optimization and development of Binhai New Area is the slow transition of industrial upgrading and the inefficient use of industrial land.The key to breaking this optimization obstacle is to speed up the adjustment of the layout of industrial space structure in the region.Finally,this paper puts forward three policy recommendations,in terms of space production,institutional mechanism environment and regional space optimization in the new district,for space optimization of the state-level new areas: First of all,the approval process for the new district should be slowed down,and the deduction of the previous arguments should be further strengthened;Secondly,it is necessary to focus on alleviating the frictional resistance brought by administrative restructuring to the operation of relevant institutions in the new district,and further optimizing institutional and institutional innovation.Finally,all work should be carried out steadily,and the new areas should accurately and scientifically lay out the functions in the district according to the situation inside and outside the new areas.
