Design green development policies in a reasonable manner has long been an important topic in the field of green development systems and regional green development,and the simulation of green development policy tools,being a crucial link in the design of green development policies,provides a scientific basis for decision-making in the formulation of green development policies.Firstly,the paper catagorize the green development policy of China,and analyze the mechanism of green development policy effect to lay a theoretical foundation for the construction of the CGE model and scenario design in following chapters.Based on the needs of the research and relative theories,this paper builds a energy-environment CGE model and its database of Jiang Xi Province.Design the policy simulation scenario on the basis of China's green development system and the present situation of Jiang Xi implementing the green development policies.Solve the model on Matlab 2015 a,and through analysis,the following conclusions are drawn:(1)whatever the policy is,under different scenario,the effects of the policy differ greatly.(2)Environmental tax have positive policy effects in many aspects and is a comprehensive policy instrument;the effect of subsidy instruments are generally unsatisfactory;while other instruments are useful in GDP indicators,industrial structure optimization,pollutant emission reduction,and green welfare improvements.(3)The policy effect of a combined policy instrument is not simply a superposition of the effect of a single type of policy instrument.After the single type are combined,the effect may be strengthened or offset.(4)The effects of all kinds of policy have time lag.(5)Service industry has a negative respond to the shock of market-oriented policy.(6)There are huge differeces between the results of JiangXi Proince and nationwide results.
