Study On The Performance Of Agricultural Insurance In Gansu Province

The 19 th CPC National Congress report of the Party proposed,"to build up a modern agricultural industrial system,a production system,and a management system,to improve the agricultural support and protection system,to develop a variety of forms of moderate scale operation,and to cultivate a new agricultural management body," Perfect agricultural socialization service system,realize small farmer and modern agriculture development organic link." In order to better realize the modernization of the agricultural industry,the agricultural insurance can provide the escort for the realization of agricultural industrialization.As an economic security system which can provide risk dispersion and loss compensation for agricultural production,agricultural insurance has a good role in promoting and ensuring the healthy and sustainable development of agriculture.In the whole province,it has not only been comprehensively popularized,but also provided better protection for farmers and herdsmen everywhere.This is also the current agricultural insurance in Gansu Province achieved good results.Since its inception in2007,Gansu agricultural insurance has provided 157.4 billion yuan of risk protection for agriculture.The total number of compensation cases has reached 440000,the expenditure of compensation is 2.512 billion yuan,and nearly 3.97 million households have benefited.The development level and progress of agricultural insurance in GansuProvince belong to the middle position in the whole country and rank second in the whole northwest region.With the rapid development of agricultural insurance in Gansu Province,a lot of problems need to be solved.This paper will investigate the satisfaction of farmers with agricultural insurance.Whether agricultural insurance promotes the development of rural economy and analyzes the operation performance of agricultural insurance from three angles: the PICC which operates agricultural insurance and the relevant data of the two insurance institutions in China.It has certain practical significance to the later development of agricultural insurance in Gansu province.This paper mainly includes six parts: the first chapter discusses the reasons and purposes of writing this article from three aspects: the background,the main purpose and the significance of the study.The second chapter summarizes the related concepts and theories of agricultural insurance,the third chapter analyzes the current situation of agricultural insurance management in Gansu Province from three aspects,starting with the development of agricultural insurance in China.In the form of comparative analysis of the development of agricultural insurance in Gansu Province and the situation of agricultural risk in Gansu Province,the fourth chapter from the farmers,the government,insurance institutions from three angles of analysis of agricultural insurance in Gansu Province,the results of the analysis;The fifth chapteranalyzes the problems existing in the development of agricultural insurance in Gansu Province from various angles;the sixth chapter combined with the study of the previous chapters to improve the performance and better development of agricultural insurance in Gansu Province put forward relevant policy recommendations.
