Research On Financial Support Efficiency Of Poor County In Gansu Province Based On DEA Model

With the sustained development of our country's economy,the entire society is developing in a more orderly,civilized,harmonious and prosperous manner.However,as China is still in the initial stage of socialism,the imbalance in regional economic development,and the unsound distribution system,the disparity between the rich and the poor has gradually widened,and the resulting poverty problem has become more pronounced.In November 2015,the State Council promulgated the"Resolution on Winning Pace for Poverty Alleviation," and clarified the goal of poverty eradication as a whole in 2020.At the same time,it is required to increase financial support for poverty reduction and encourage and guide commercial and policy financial institutions to support poverty alleviation and development.Finance is the core of the economy,and capital is the blood of the economy.Gansu Province must complete the poverty alleviation task on schedule by 2020,without the strong support of the financial system.At present,Gansu Province's financial poverty alleviation mainly focuses on poverty alleviation credit products,and it has introduced such poverty alleviation credit products as dual-linked Huinan loans and special-purpose poverty alleviation loans.Through this series of investment in poverty-relief-type credit products,financial support for poverty-stricken areas has gradually increased,and the scale of credit is also increasing.However,the corresponding financial poverty alleviation efficiency evaluation mechanism is lacking,and only investment in financial resources is emphasized.The evaluation of the efficiency of the use of financial resources ultimately leads to the waste of financial resources for poverty alleviation and poverty reduction.In view of this,this paper evaluates the poverty alleviation efficiency of 58 poverty-stricken counties in Gansu Province.First,according to the poverty alleviation county classification announced by the Gansu Poverty Alleviation Office on January 5,2018,the poverty-stricken counties were divided into 23 in-depth poverty counties and 35 remaining poverty-stricken counties,and then the relevant data of poor counties in 2013-2015 were analyzed and consolidated.We calculated the efficiency of poverty alleviation in poverty-stricken counties,followed by the interpretation of differences in efficiency values,and found out the reasons for the differences in efficiency among counties,and finally arrived at the corresponding policy implications.Through research,it is found that blindly expanding the scale of financial aid poverty loans does not effectively improve the effectiveness of poverty reduction,but should be comprehensively considered in terms of loan size,the number of financial institutions,and risk compensation funds.From the perspective of long-term financial poverty alleviation efficiency,the financial support efficiency of poverty-stricken counties has increased during the sample period.Therefore,according to the actual economic situation in poverty-stricken areas,we can refer to the value of financial poverty alleviation efficiency,guide the rational allocation of financial resources for poverty alleviation,and effectively play the policy function of financial inclusion and poverty alleviation in poverty-stricken areas.
