With the development of the economy,most of the production activities in the manufacturing industry are gradually being controlled by automation equipment,intelligent equipment and robots,and the number of employees has become less and less.Labor-intensive enterprises as an important part of the enterprises,most of its production activities are still by hand,which can not be replaced by the machine and intelligent equipment.But in recent years,with the individual needs of customers and market fluctuations,the competition among enterprises is increasing.At the same time,the front-line staff turnover of labor-intensive enterprises is higher,which increase the operating costs of enterprises.In such circumstances,how should they provide a reasonable and flexible configuration of staff to meet the market demand and the needs of employees themselves?So that enterprises will be in an invincible position,while reducing the turnover rate of employees,which has great practical significance.Based on the above reasons,this paper first combed the definition,characteristics and types of labor-intensive enterprises,human resource management planning and flexibility.Secondly,it analyzed the problems of labor-intensive enterprises' employment management including the problem of employee turnover and staff supply and demand balance.Then it analyzed the relevant factors that affect the turnover of employees,and their interaction and then established the labor-intensive front-line employee turnover process model,which took into account the main factors that affect the employees.At the same time,the qualitative simulation algorithm was designed,and the MATLAB software was used to simulate and analyze the employee's turnover in different situations so that the enterprises can take timely measures to reduce the turnover rate of the employees and save the labor cost.Then,it analyzed the labor-intensive enterprises in different stages how to plan human resources and how to meet the balance of supply and demand of personnel,and put forward a system of personnel supply and demand balance method,including the system planning method and the corresponding assessment model under different situations and it analyzed the characteristics of HR tools and established the staff broadband model based on the idea of paybroadband,which can effectively control the number of employees and meet the capacity needs.Finally,this paper analyzed,the evaluation process of HR intelligent management tools and established,the system data flow chart,including input data information and output data information,and established working hours and labor cost functions,so that enterprises can make rational use of HR flexible tools and improve the flexibility of enterprises,and provide certain decision support for enterprises.
