The Implementation Path And Supporting Policies Of People-Land Under The Background Of The New Urbanization

With the advancement of urbanization,problems such as the the unsynchronism between "human" and "land",the uncoordinated development between urban and rural areas,and land urbanization and population urbanization decoupling have become increasingly prominent.Therefore,coordinating the relationship between human and land,promoting the urbanization of agricultural transfer population,and improving the quality of new urbanization have become academic and practical problems that need to be resolved.In 2016,Ministry of Land and Resources and other five ministries jointly issued by the "Opinions on the implementation of the mechanism linking the increase of urban construction land with the absorption of the number of rural migrant population settled in cities"(hereinafter referred to as the "implementation opinion")puts forward the "human-land linking" working.It provides a new practice path for promoting the healthy development of new urbanization and reflects the people-oriented development.The study took Taixing City of Jiangsu Province as an example,and used it as a pilot point for carrying out human-to-people linkage work in the outflow areas of the population,with a view to providing reference for the same types of areas to carry out this work.First,based on the analysis of new concepts such as urbanization,human-land linkage,and agricultural transfer population,this paper reviews the current research situation at domestic and international.In addition,a comparative analysis has been conducted on the link between the increase and decrease of urban and rural construction land,the exchange of land tickets,and the pilot project of "human-land linkage" in Henan that has made it clear that "human-land linkage" is the basis for promoting the urbanization of the settled population in urban areas and adding new indicators for urban construction land use.Second,the study analyzed the scope and caliber of urban population and urban construction land involved in carrying out "human-land linkage" work.To implement the criteria for differentiated construction land for new construction,we must first measure the current per capita urban construction land scale.However,the scope and caliber of urban construction land in various departments such as land,planning,housing,and statistics are not consistent.After several visited to the relevant departments of Taixing City and collecting and collating map data of various departments,the study proposes a harmonized and consistent scope of urban population and land use in the spatial scope by comparing the scope of urban construction land in various departments.Thirdly,compared three human-land linkage models,according to the overall design of the human-land linkage approach,the implementation path of the linking work between man and land has been deepened analyzed in five aspects:implementing differentiated land use standards,implementing planning and overall control,improving land use planning,optimizing land supply structure,and improving rural land use efficiency.Based on the correspondence between people and land,the current status of 16 townships(sub-districts)in Taixing City is estimated to be the per capita urban construction land use,which is divided into three levels and the newly-increased construction land standards for each township(street)are determined differently.Decompose the indicators of Jiangsu Province,and calculate that the population of Taixing City will enter the city in 2020.This paper compared and analyzed the area of and approval and migration population of various towns and cities in Taixing City over the years,and points out the current gap between them,and decomposed the new construction land planning indicators and prioritizes the absorption according to the size of the population entering the city in the previous year.The city is located in the key towns of the population.The current land supply structure of Taixing City was combed,and different ways of optimizing the land supply structure were specifically proposed.Point out the problem of dual land occupation for amphibious population and propose to encourage homesteads to voluntarily withdraw(transfer)to increase rural land use efficiency.Finally,based on the current difficulties in human-land linkage,it is proposed from four perspectives:the establishment of human-land linkage mechanisms agencies,the integration of statistical data collection mechanisms,the establishment of a guidance mechanism to encourage the transfer of agricultural population,and the improvement of the right-to-salary rights protection mechanism for urban settlers protection mechanism.
