Urban logistics activity,as an important production and business activity of the city,plays an important role in the development of a low-carbon economy.On the one hand,reducing the consumption of urban logistics can effectively promote low-carbon economic growth since logistics is considered as a large consumer of energy and a major emitter of carbon.On the other hand,efficient logistics can support the production and living of a low-carbon economy as well as the realization of the low-carbon economy requires the support of high-efficiency logistics.It is obvious that the two promote each other.This paper takes Jiangsu Province as an example to construct a city logistics efficiency evaluation index system.The aim is to help accurately grasp the reasonable orientation of the cities and promote the integration of urban logistics in the direction of low carbon logistics.Based on the background of low carbon economy,the logistics energy consumption is added to the input index,and the evaluation index system of urban logistics efficiency is built.Because of the dynamic change in the efficiency of the city logistics industry,the DEA-Malmquist model,which considers the time variable,is used to analyze the changes of the TFP and the decomposition efficiency of the urban logistics industry in Jiangsu province by combining the 2009-2016 year logistics panel data of Jiangsu province.At the same time,in order to analyze and improve the recent annual efficiency of Jiangsu logistics industry and improve the static efficiency of urban logistics industry in Jiangsu Province,this paper uses DEA-CCR model,DEA-BCC model and improved MDEA model to measure the static efficiency of urban logistics in Jiangsu Province,and analyses the results of measurement.Finally,projection analysis is used to calculate the ideal value after improvement of input factors.In addition,this paper also analyzes the factors affecting the logistics efficiency of Jiangsu Province,and selects the influencing factors including the location advantage,the energy productivity,the degree of government intervention,the degree of environmental regulation,the level of information,the industrial structure,the growth rate of GDP,the labor productivity and the R&D capacity of science and technology.The grey correlation coefficient of each index is measured,and the total factor productivity of Jiangsu is greater than 0.7,which is the main influencing factor.Tobit regression model is constructed to further calculate the main factors affecting the efficiency of urban logistics industry,and study the possible situations in the actual operation.The results show that the TFP index of the logistics industry in Jiangsu has increased by 5.9%on average in the last 8 years,but its technical efficiency has decreased by 1.9%on average.The Malmquist index,the comprehensive technical efficiency and the super efficiency of Nanjing,Wuxi,Zhenjiang,Xuzhou and Nantong in the city are all effective.Suzhou,Yancheng,Suqian and Yangzhou all show inefficiency.Further analysis shows that the cause of logistics inefficiency is mainly by scale inefficiency.The 6 main influencing factors of logistics efficiency in Jiangsu province are measured and determined.The following factors are location advantage,information level,government intervention,industrial structure,environmental regulation and energy productivity.According to the research results of logistics efficiency and influencing factors,combined with the actual situation of various cities in Jiangsu Province,it puts forward suggestions for improving urban logistics efficiency under low carbon economy.
