Study On Comprehensive Evaluation Of County Economy In Underdeveloped Areas

Our county’s economic development is not balanced, even in developed provinces due to the impact of history, resources, policies, etc., there are many underdeveloped county areas. Heze City, Shandong Province, the county’s economy is relatively backward regions, how local conditions to improve its overall competitiveness has become the key to economic development in Heze City. Heze City, Shandong Province and the country as underdeveloped counties, to discuss their research path selection of underdevelopment and coordination of economic development in Shandong Province developed areas of great value.This paper takes the theory of comparative advantage, competitive advantage theory, coordinated regional economic development theory, sustainable development theory and other theories as reference, using a series of indicators to analyze Heze’s county economic competitiveness, and explore some factors which are affecting the competitiveness of the county, then build county economic competitiveness evaluation model which is based on underdeveloped regions, in order to find some ways to enhance the competitiveness of the county. The main contents of this paper including:(1) Based on the analysis of the situation in Heze City, selecting 24 indicators, using SPSS 16.0 to carry on principal component analysis, to get the nine counties of Heze City ranking order, meanwhile, calculating for each component of the competition force of influence rankings, analyze the factors which are affecting the competitiveness of the county.(2) Employ the cluster analysis, combine with the principal component analysis and counties (districts) geographical features, dividing the Heze City, nine counties into more competitive ascending County, competitiveness better stable County, less competitive long stagnation three counties.(3) Depending on the previous analysis of the text, proposing some suggestions to enhance the three types of Heze Prefecture competitive solutions.By analyzing the following conclusions we can get:(1) The county economy has a big differenceIn 2012, the city’s per capita GDP up to 25,292.66 yuan, the lowest county only gets 13490.79 yuan, a difference of 1.87 times; the highest per capita income of the county was 1647.81 yuan, the lowest county (district) only 721.59 yuan, a difference of 2.28 times. This difference is not conducive to the development and exchange of factors of production and the flow of resources is not conducive to the coordinated development between the county. So we should follow the real scientific concept of development, try to adapt to the local conditions, and gradually reduce the differences between the counties and promote the common development of the county economy.(2) Low Capacity for Sustainable DevelopmentHeze City is a major agricultural city, it has been consuming a lot of agricultural water, having the low the proportion of water-saving irrigation area, so take some measures to solve water is very important; less financial support for agriculture, less public financial support, have become the bottlenecks of the development of agriculture; the average of county per 100 full-time students teachers only 6.2 and 5.2 people per thousand hospital beds for hospitals, 32.13,41.21 people for health workers, and the gap between coastal counties (cities) is large, restricting the sustainable development of the county economy severely.(3) Agriculture is still an important economic development in the weak countyThe agriculture contribution to enhance competitiveness of county is relatively low. However, for the weak counties, especially Chengwu, Juancheng Dingtao, agriculture is still a support for their economic developments, is still an important way to enhance competitiveness. Thus, in agriculture as the good foundation of the county can be relatively regard agriculture as the leading industry, develop of the deep level of agro-industry, extend the agriculture chain, start the green agriculture.Finally, this paper puts forward some countermeasures and suggestions on how to improve the county’s economic development about Heze’s problems.
