At present, the number of cars in China ranks second in the world.End-of-life vehicles have great influence on road safety, environmental protection, and resources recycling. However, the recovery rate of China's ELVs is much lower than that of developed countries.Inadequate industry regulations,non-renewal and unfair competition of informal recycling companies have caused a large number of end-of-life vehicles to flow into the black market every year.Based on the existing problems,it is necessary to explore the impact of government actions on the end-of-life vehicle recycling industry.Based on the evolutionary game theory, this paper analyzes China's end-of-life automotive recycling industry in depth, and establishes an evolutionary game model with the government and recyclers as the main body.Besides, the revenue matrix under different strategies is obtained. This paper systematically analyzes the strategic choices and the final evolutionary trends of the government and end-of-life vehicle recyclers in different situations, discusses the relevant factors that influence the direction of game evolution.Through numerical simulation analysis, the accuracy of the model is further verified. The study finds that the tactical choices of the government and the recycler are affected both by their own factors and by the behavior of the other party. The government supervision costs and the benefits of market regulations are the main factors that influence whether the government adopts supervision measures or not.The strength of government supervision and the possibility of adopting a monitoring strategy have a decisive influence on whether recyclers adopt a formal recycling strategy. The results will provide decision support for the Chinese government to further guide the ELV recycling industry.
