Analysis And Countermeasures Of Precise Poverty Alleviation Based On Practice In Linxia County Of Gansu Province

We select LiuPanShan concentrated destitute areas--linxia county,gansu province as sample,according to the theory of rights poverty,income redistribution theory,sustainable development theory as the foundation,research analysis of the accuracy of linxia poverty alleviation problem,elaboratesthepresent situation and the obtained results of precise poverty alleviation workin linxia,using the questionnaire survey results of 480 poor families to analysethe poverty type and poverty factors profoundly.In addition,we analyse the main problems in the poverty alleviation work and cause factors.Finally,based on the above analysis,this paper puts forward feasible suggestions for the practice of poverty alleviation in linxia county.The results show that,in the aspect of precision identification,the target object of poverty alleviation is deviated,and the income of poor households is not transparent.In the aspect of precision help,there are problems with the imprecision of the village,the lack of ability of the poor and the serious lack of responsibility;In terms of the precision of poverty alleviation,there are still problems such as the instability of the mechanism for the increase of poverty,the lack of participation mechanism and the lack of third-party guarantee.In terms of precise management,the project management and implementation are difficult to be precise,and the application of industrial support and anti-poverty funds is not reasonable enough.According to the results of questionnaire survey,reason of the poor is complicated,every household poverty is the result of joint action of various factors,lack of funds,lack of technology,the lack of labor,disease,and studying is the major poverty of linxia poor factors.Based on the conclusion,we put forward the countermeasures and suggestions for the practice of targeted poverty alleviation in linxia county: implement the floating mechanism of standard recognition and establish a diversified identification mode;Improve government coordination channels and build a complete community organization;We will work together to encourage social forces to participate in poverty alleviation.Efforts should be made to improve the capacity of the poor and increase the poverty alleviation of the "Internet plus".We will increase supervision over funds for poverty alleviation to ensure the safe use of funds for poverty alleviation;We will accelerate reform of the system and explore innovative models to provide effective protection for the targeted poverty alleviation work in linxia county.
