Study On The Impact Of Precise Poverty Alleviation On The Integration Ability Of Rural Households In Ethnic Areas In Urbanization

The National New Urbanization Plan(2014-2020)was officially released in March 2014.One of the major strategies for China’s social and economic development is to promote the new-type urbanization,and promoting the citizenship of agricultural transfer population is the first task of the new type of urbanization with people as the core;The Strategic Plan for Rural Revitalization(2018-2022)and the Guiding Opinions on Winning the Three-Year Fight against Poverty have helped to make poverty eradication work more effective,and accelerated the completion of the short plate of building a moderately prosperous society in an all-round way.Precision poverty alleviation is an important means to promote rural economic development,and rural revitalization is another major strategy for promoting the integrated development of urban and rural areas,that is to say,the construction of new countryside and the development of agricultural modernization and urbanization are mutually reinforcing.It can be seen that there is a certain degree of coincidence between precision poverty alleviation and new-type urbanization.Poverty in ethnic minority areas is widespread,the causes of poverty are complex and it is difficult to get rid of poverty.At the same time,the level of urbanization is relatively backward.To explore the changes of farmers’ ability to integrate into cities and towns in ethnic minority areas in the process of precise poverty alleviation is of great significance to win the battle against poverty,improve the level and quality of urbanization in ethnic minority areas,and realize rural revitalization.On the basis of theoretical knowledge and existing literature,this paper establishes a research framework on the impact of precision poverty alleviation on peasant households’ urbanization integration ability.Based on this framework,a structural equation model is constructed to clarify the specific impact and path of precision poverty alleviation on peasant households’ urbanization integration ability.Finally,from the perspective of precision poverty alleviation,this paper puts forward some suggestions for improving the ability of urbanization integration.Specific contents include the following:(1)On the basis of summarizing and analyzing the relevant literatures on precise poverty alleviation and integration ability of urbanization,combining with the characteristics of rural households in ethnic areas,this paper establishes a research framework with precise poverty alleviation effect as an exogenous potential variable,and endogenous potential variables are feasible ability,economic integration ability,cultural integration ability and hometown problem handling ability.(2)Based on the survey data of Sanjiang County,this paper analyzed the current situation of precise poverty alleviation and farmers’ urbanization integration ability.It is found that from the objective effect of precise poverty alleviation,the effect of poverty alleviation is better,most farmers are out of the poverty standard;In terms of subjective effect,farmers’ satisfaction with poverty alleviation work is relatively good,but we still need to pay attention to the causes of dissatisfaction,most farmers are not confident about their family economic basis.In terms of the ability to integrate into urbanization,the economic integration ability is relatively low,the cultural integration ability is relatively high,and the average of feasible ability and hometown problem handling ability exceeds the median.(3)After determining the research variables by exploratory factor analysis,the structural equation model is constructed to clarify the specific path of precise poverty alleviation affecting farmers’ urbanization integration ability.The model results show that the precise poverty alleviation has a significant positive impact on farmers’ urbanization integration ability.It can improve farmers’ urbanization integration ability directly or indirectly.The effect of precise poverty alleviation has a direct impact on economic integration ability and cultural integration ability,and has an indirect impact on feasible ability,cultural integration ability and hometown problem handling ability.(4)Based on the results of empirical analysis,this paper puts forward the path of promoting the integration ability of rural households in ethnic areas from the perspective of precise poverty alleviation: taking characteristic industries as the core to enhance farmers’ economic integration ability;poverty alleviation through education and promotion of farmers’ cultural integration ability;strengthening infrastructure and public service to improve farmers’ hometown problem handling ability;improving rural medical and health services and enhancing farmers’ feasible capacity.
