Research On The Impact Of PPP Project Trust On Project Performance Based On Contract Flexibility

The PPP model refers to a special cooperative relationship established between government departments and social capital to provide public goods and services.In the actual implementation of the PPP project,it often has the characteristics of huge investment,long contract period,and incomplete contracts.The various uncertainties faced in the operation process pose a potential threat to the success of the project.In the face of the ever-changing internal and external conditions,the two partners use appropriate contract flexibility to work together and actively respond to uncertain events,which is the key to long-term cooperation success.This paper starts from the relationship between trust and project performance of PPP projects,introduces contract flexibility as an intermediary variable,and divides trust into three dimensions of competence trust,good faith,and system trust.The contract flexibility is divided into two dimensions: flexibility of contract terms and flexibility of contract execution.Firstly,the survey questionnaire needed by the research institute was designed,and then the sample data was collected through questionnaire survey of managers and consultants familiar with the implementation of PPP project.Secondly,statistical SPSS22.0 software was used to describe the data collected by the hypothesis model.Finally,the structural equation model AMOS21.0 software was used to verify the hypothesis model,and the final results were obtained: the trust of ability,the trust of good faith and the trust of system have a significant positive correlation with the project performance;the flexibility of contract terms and contract execution flexibility have a significant positive correlation with project performance.Flexibility of contract terms and flexibility of contract execution are partly intermediate roles between the relationship between the trust of competence and project performance,the relationship between good faith and project performance,and the relationship between institutional trust and project performance.In addition to verifying that there is a partial mediating effect between contract execution flexibility and the relationship between trust and project performance,this paper verifies that the contract clause flexibility can also have some mediating effects between trust and project performance.It further supplements the content of contract flexibility in the study of the relationship between trust and project performance.At the same time,the results of this study also have a certain guiding significance for the practice of PPP projects.
