Research On Partner Selection Of PPP Mode For Transportation Infrastructure

With the continuous development of society and economy,people's living standard is increasing day by day,and the country's demand for infrastructure construction is also constantly expanding.As an indispensable part of infrastructure,transportation infrastructure plays a fundamental and leading role in promoting social and economic development,is a national key investment and construction area.However,the transportation infrastructure has the characteristics of huge investment scale,complex construction and long operation period,which makes it difficult for the past model of supporting construction and operation by the government financial power alone.The PPP model introduces social capital into public infrastructure,which can ease government financial pressure and provide the efficiency of public goods' supply.By summarizing the reasons for the failure of some PPP projects in C hina in recent years,we found that selecting the right partners is the key to the success of the project.At present,the research on the application of PPP mode mainly concentrates on the connotation of PPP mode,risk sharing,project governance,compe nsation incentive and experience suggestion.However,there are few studies on the choice of PPP project partners.Here,the paper will construct an efficient and scientific evaluation system model to select partners of the transportation infrastructure PP P project to provide important guarantees for the government and enterprises to successfully cooperate in the later stage of the project.First of all,this paper elaborates the PPP model and the concept and characteristics of transportation infrastructure,analyzes the types and roles of the partners,and takes the choice of the core partner of the project-the social capital as the representative.It clarifies the selection principles and components of PPP partners in transportation infrastructure,and e laborates the three-phase selection process including prequalification,comprehensive evaluation and negotiation.Secondly,combining with the literature research method,this paper summarizes the influencing factors of the partner selection from the five dimensions of financial ability,technical ability,management ability,similar experience performance,credit level.Based on the characteristics of transportation infrastructure and the establishment of index system,a set of index system of partner selection evaluation is established,which is suitable for transportation infrastructure PPP project.In addition,a set of TOPSIS comprehensive evaluation method based on entropy weight is determined.Firstly,entropy weight theory is used to empower each index.When determining the weight of qualitative index,the parameters of measurement hesitation are introduced.Then the programs are sorted and optimized by TOPSIS to improve the accuracy of the evaluation.Finally,the actual case analysis to verify the construction of the evaluation index system and model of practicality and scientific.
