Research On Agricultural Supply-side Structural Reform In Henan Province

In 2016,the central committee of the communist party of China,the official launch of no.1 document "of the central committee of the communist party of the state council and thorough going efforts to promote agricultural supply side structural reform to speed up cultivating agricultural rural development several opinions for the first time put forward structural reforms to boost agricultural supply side,we will incorporate the supply-side structural reform into the 13 th five-year plan.The paper points out that the main contradiction of agricultural production in China has changed from the insufficient supply to the structural contradiction between the agricultural supply structure and the market demand.Henan province as the national agricultural province,agricultural production is facing the supply of agricultural products and the market demand is not symmetrical,weak agricultural infrastructure construction and low efficiency of agricultural production,agricultural ecological environment and resource utilization way such outstanding problems as unreasonable,structural reforms to boost agricultural supply side is imminent.Over the past two years,Henan province has actively implemented the various arrangements of the central agricultural supply side reform and made some achievements.However,there are still many problems in the agricultural development of Henan.The supply of agricultural products is not symmetrical with the market demand,and the supply structure of agricultural products is unreasonable and the quality of agricultural products is low.The construction of agricultural infrastructure is weak and the construction of agricultural service facilities is lagging behind.Agricultural production benefit is low,agricultural production cost is high,The agricultural ecological environment is destroyed seriously and the way of resource utilization is unreasonable.Therefore Henan province should actively to crack the principal causes of these problems,lacking the ability to overcome the agricultural management main body,imperfect system of agricultural infrastructure,agricultural science and technology innovation ability insufficiency,the agricultural policies and regulations construction lag behind,such as restricting factors.Must further advance the agricultural supply side structural reform,strengthen agriculture as the foundation,strengthening agricultural science and technology innovation ability training,adjustment of agricultural industrial structure,the development of appropriate scale operation and development of green ecological agriculture measures such as promoting the development of Henan agriculture modernization.
