The taxation administration structure in China had experienced a dramatic change in 2014.In order to comply with such a change,in 9/1/2017,a new electronic tax management system which was jointly built by the Heilongjiang Provincial office of State Administration of Taxation and Local Taxation Bureau went online.And the CA(Certificate Authority)digital credentials has been granted for open access to the business across the province by the two offices.A fundamental change is happening in the business environment as the system is turning taxation report and declare process into something completely different.HY company is a software supplier responsible for implementing and upgrading the electronic tax management system for the Heilongjiang office of SAT.The change in the taxation policy and the market marks a big shock to HY's business.Combine with rising salaries and the change of the market,HY is turning its eyes on cost management of human resource.This Dissertation consist of six chapters.The first chapter discuss the research background,the objective of the research and the possible applications of the result,presenting the current research results from other researchers,and clarify the method that being used in the research.Chapter two present the infernal and external environment of HY's business,explain the control environment of human resource management in China by divide the analysis into three categories: Political,market,and losing on professional personnel.Chapter three describe HY's current salary control mechanism in detail by displaying relevant data from 2012 to 2016.Chapter four analyze the problems of current salary control mechanism of HY and the cause of the problems by researching trough business strategy,human resource management techniques,and salary control system management.Chapter five present HY new salary control management system plan,clarify its purpose,and form the plan in consist with HY's business strategy,structural design,and human resource management techniques.Chapter six describe HY's support measures for new salary management system through manage organization,regulations,capital,resource,and supervision managements.This dissertation presents HY's salary control plan and its support measures by using business strategic management techniques and human resource management theories to analyze the problems in its current salary control system.
