Research On Jiangsu Overseas Industrial Parks Development From The Perspective Of The Chain Effect Of The Cluster Transfer

Overseas Industrial Parks have been operating more than ten years since 2006,which already become the significant carrier and platform for encouraging Chinese enterprises"going out" and constructing "One Belt and One Road" strategy.However,leading enterprises can obtain government subsidies and loans which may result excessive development and construction.It will most likely produce two consequences.One is that transferring industry is not suitable for building Overseas Industrial Parks.The other is the deterioration of the investment environment in the host country.Both of the two consequences will result in huge losses.In this dissertation,after summarizing the existing problems and tracing the theory,study shows that Overseas Industrial Parks are the practice of transnational transfer of domestic industrial clusters.Clarifying the domestic industrial environment and building an interactive relationship between domestic and overseas industrial clusters have the dual meaning of theory and reality.In this dissertation,a theory research has been made on the framework of dual cluster formation and interaction mechanism in industrial cluster transfer based on international industry transfer,industrial chain,industrial cduster theory.This dissertation presents the chain effect as a kind of association between different industrial clusters at home and abroad.Under the chain effect,the life cycle of the transferred industrial cluster is extended.After the transfer,the new industrial cluster formed by the Overseas Industrial Parks can also be gradually developed and upgraded.This dissertation compares and analyzes the existing Overseas Industrial Parks in Jiangsu province.The result shows that the practice of Overseas Industrial Parks in Jiangsu has already constructed a cross-border industrial cluster chain with domestic industrial clusters.However,the chain effect is still in the first stage.In the part of empirical research,the dissertation evaluates and analyzes the maturity of industrial clusters in Jiangsu Province.The evaluation shows that most of the leading industries in Overseas Industrial Parks are industrial clusters with high maturity.Taking iron and steel smelting and processing cluster in Eastern Industrial Park as an example,this dissertation analyzes the influencing factors of chain effect in current stage.The empirical result shows that in the initial stage of industrial park construction,the development of overseas industrial cluster relies more on industrial cluster.Finally,based on the full text of the study,to make policy recommendations for the development of overseas industrial parks in Jiangsu Province,from the perspective of building a complete industrial chain and accessing the chain effects respectively.
