Conception Of Three-layer Agricultural Management System:“Planning,Sharing And Management”

The two-layer agricultural management system refers to the separate management of family and collective business combination form of business,and the two-layer agricultural management system is produced after the family contracted land management reform.In this form,collective undertake the management of some large agricultural machinery and large-scale farmland capital construction.Collective also undertakes plant protection,epidemic prevention,seed production and agricultural socialization service.Family contracts land and management separately.Along with the advancement of agricultural modernization in our country and the accelerating transformation of the modern agriculture development,the two-layer agricultural management system raised from the beginning of reform and opening up is undergoing some essential changes.In order to explore suitable management system for the current agriculture development in the new situation,this paper intents to put forward a new,suitable agricultural management system for the current and future needs in a period of time.Through literature review,the weakening of collective management,the growth of the new type of agricultural management main body,the development of government support strength,and the change of peasant household operation.Through the fieldwork study on several counties(districts)in Anhui province,changes in rural areas are observed,interviewed,contrasted,and the current status of the current agricultural management system is also analyzed.Through the study,the current two-layer agricultural management system based on household contract and combines unified management is dismissing and evolving.Through to the farmers,the new agricultural management main body and government workers questionnaire survey,it is concluded that the respondents of the two-layer management system is not high.They believe the village collective in agricultural management plays a small role.They believe that the degree of farmer agriculture management is declining.They think that the new agricultural management main body plays a large role in agricultural management.They think the government should play a bigger role in agriculture.To solve these problems,from the rural relations of production adjustment and property right system change analysis and design,we point out the necessary change in the current two-layer agricultural management system.According to the result of literature review,the discovery of fieldwork,questionnaire research conclusions and the results of theoretical analysis,this paper propose "Planning,Sharing,Managing",such conception of three-layer agricultural management system is an inevitable demand of deepening rural reform in an all-around way,constructing a new type of agricultural management system,and reforming farmland by separating “three rights”.In the new three-layer agricultural management system,”Planning” refers to government's planning and supporting as a whole,”Sharing” peasants' sharing of agricultural modernization achievements,and “managing” refers new management subjects managing and developing agriculture.The farmers,new agricultural management main body and government are given a new role,and the relationship between them is explained.Finally this paper put forward the policy recommendations on "Planning,Sharing,Managing" three-layer management system.
