Industrial transfer is an important phenomenon in economic development.Since the 20 th century,there have been four large-scale international industrial transfers in the world.Many countries have thus benefited from economic growth and promoted industrial development.Due to its huge market size and cheap labor advantages,China became an important player in international industrial transfer in the 1990 s.During the past 20 years of development,the layout of China's manufacturing industry has undergone tremendous changes.The eastern coastal areas and the southern coastal areas took the lead in foreign industrial transfer with geographical advantages.The economic level developed rapidly and gradually widened the gap with the central and western regions.In order to improve the unbalanced economic development in this region,China will The policy of industrial transfer was put on the agenda,and industrial transfer was used as one of the important ways to promote the balanced development of the regional economy.This article starts with reviewing domestic and international research and development on industrial transfer and important conclusions.It divides the country into the northern coastal areas,the eastern coastal areas,the southern coastal areas,the middle reaches of the Yellow River,the middle reaches of the Yangtze River,the southwest,the northeast,and the northwest.Eight regions,focusing on the process of manufacturing regional transfer and its influencing factors from 1994 to 2015.Using the figures of the number of employees in the double-digit segment of the manufacturing industry and the data of industrial sales output,the manufacturing industry will measure the manufacturing industry through the transfer of shares into and out of the market,the Gini coefficient method,the transfer share method,and the regional specialization index.Scale change,spatial concentration,competitiveness,efficiency and specialization level are used to comprehensively describe the characteristics of the transfer of manufacturing,and then analyze the impact of different factors from the actual situation of China's manufacturing transfer.Industrial transfer is not caused by the single cause of the increase in factor costs.The regional transfer of manufacturing industries needs four prerequisites: existence of industrial gradient;economic development reaches a certain stage;elements can move freely;and government policy guidance.The current shift in China's manufacturing industry is that the eastern and southern coasts are the major transfer destinations for manufacturing.The north coast,the middle reaches of the Yangtze River,the middle reaches of the Yellow River,and the southwestern region are the major destinations for manufacturing.In the future,the transfer path of China's manufacturing industry will continue to shift from the eastern coast,the southern coast to the northern coast,the southwest,and the middle reaches,and forms the core of labor-intensive industries,energy mineral processing industry,agricultural product processing industry and equipment manufacturing industry.Industrial agglomeration,while the eastern coast and southern coast will form industrial agglomerations with emerging industries as the core,and at the same time strengthen the industrial undertaking capacity of the northeast and northwest regions,and become advanced equipment manufacturing and national new raw material bases.This study is based on an analysis of the factors affecting China's manufacturing transfer and its mechanism of action,identifying obstacles to the transfer of manufacturing industries in each region,and then proposing policy recommendations for future regional industrial transfer in China in the hope of providing a practical path for the development of China's industrial transfer.
