Research On Performance Evaluation Of Precision Poverty Alleviation In Hebei Province Based On Factor Analysis And Data Envelopment Method

As of 2017,there are 1.06 million poor people in Hebei province.during the 13 th five-year plan period,how to ensure that these 1.06 million poor people get rid of poverty and move towards a well-off life? in view of this problem,Hebei province has been constantly pushing forward the old and bringing forth the new.it has explored precise poverty alleviation from various angles and put forward strategic ideas such as reconstruction of dilapidated buildings,relocation of poverty alleviation,photovoltaic poverty alleviation and industrial poverty alleviation.when the precise poverty alleviation work is in full swing in Hebei province,how to carry out performance evaluation has become an urgent problem to be solved.This paper studies this problem.After accurately grasping the precise connotation,the paper sorts out and analyzes the poverty situation in Hebei province and the precise poverty alleviation measures currently implemented,and evaluates and selects the evaluation methods.Under the background of precise poverty alleviation,combined with the advantages of the previous index system,two precise indexes,namely the proportion of filing cards and the number of cadres corresponding to poor households,have been innovatively added,an index system suitable for precise perspective has been established,and a performance evaluation model combining factor analysis and data envelopment analysis has been constructed.In this model,the result of factor analysis is taken as the output index of data envelopment analysis.Based on the evaluation index system and evaluation model,the data of 22 national key poverty-stricken counties in the contiguous poverty-stricken areas of Yanshan and Taihang Mountains in Hebei Province are selected for research and analysis.The results of factor analysis rank the performance of 22 counties.The results show that the poverty alleviation effect in Baoding region is relatively significant and the poverty alleviation experience is worth learning.Data Envelopment Law makes an analysis of relative efficiency.The research shows that the efficiency of resource utilization is basically very high in areas with significant poverty alleviation results,but there are still areas that need improvement.In areaswith relatively low poverty alleviation results,the utilization rate of resources is not necessarily low.According to different situations,improvement suggestions are put forward.At the same time,Data Envelopment Law also provides improvement directions for how to effectively allocate resources.The evaluation research shows that the index system and evaluation model established in this paper are feasible,have practical significance and can provide very practical opinions.The improvement direction of poverty alleviation work in Yanshan-Taihang mountain region is mainly to increase the input of poverty alleviation resources and optimize the allocation of resources.In the research,it is found that counties need to further improve the supervision mechanism of performance evaluation,transparency of data and information,and participation of poverty alleviation targets.Based on the above analysis,the paper puts forward some targeted suggestions and countermeasures.
