Research On The Performance Evaluation System Of S&T Innovation Projects In Xinluo District

The performance evaluation of S & T projects plays an important role in strengthening the management of government-funded projects as well as in effectively improving the allocation of science and technology resources.At present,there is a lack of the performance evaluation in Xinluo District in Longyan City and this has resulted in a series of problems such as inefficient government fund spending,government funds being fraudulently obtained and long delays in closing projects after their establishments.Through research on the performance evaluation of science and technology innovation projects we can effectively evaluate the scientific rationality of fiscal expenditure and benefit levels in order to find out in time the shortcomings of local fiscal expenditures and thus provide suggestions for enhancing the efficiency of the use of fiscal funds for better enhancement of science and technology investment and for project management quality improvement.Therefore,it is of practical significance to construct a set of indicator system that is suitable for the situation in Xinluo district.This thesis studies the research methods to be adopted in the process of writing: literature survey method;AHP method and case analysis method.The main contents include four points.First,the concept of performance and the concept of performance evaluation of science and technology innovation projects are defined and the theoretical basis of performance evaluation of science and technology innovation projects is clarified;-various performance evaluation methods are compared to find out the one that is most suitable for Xinluo.Second,analyze the current situation of the performance of S & T innovation projects in Xinluo District.Third,analyze the construction of the performance evaluation index of science and technology projects in Xinluo District.Fourth,analyze an example of performance evaluation of S & T innovation projects-project A-in Xinluo District.According to the characteristics of the S & T projects in Xinluo,this paper establishes three levels of evaluation index system,including 9 second-level indicators and 18 third-level indicators,and then weights the indexes.On the basis of gaining weight of index of performance evaluation of science and technology innovation project,we calculate the performance value of science and technology innovation project through weighted average method and realize the performance evaluation of science and technology innovation project in Xinluo District.It gives reference for the government to formulate and release system,norms and policies relating to the performance evaluation of science and technology project and provides suggestions and advice to the Finance and Technology Management Department of Xinluo District for enforcing performance evaluation.It helps to strengthen guidance and direction of project reporting guidelines,improve evaluation system for project establishment,strengthen project acceptance management,gradually improve the evaluation index system and evaluation methods,achieve science and technology project performance evaluation information feedback and the transparency of the report,strengthen the performance evaluation system,and ensure the rational use of evaluation results to create a database of project performance evaluation.
