The construction of ecological civilization is an important part of the general layout of the "five in one" socialim with Chinese characteristics.The construction of ecological civilization needs to follow the path of sustainable development.In land resource management,the land use structure affects the sustainable development of land,and the land use structure can be adjusted and determined by the general land use planning.This article takes Ningqiang County in Hanzhong City,Shaanxi Province as the research area,and uses the improved city hectare ecological footprint method to do the following work:First,a brief summary of the concepts and theories of the ecological footprint model was presented.Ecological footprint can measure the sustainability of a region's land.Combined with the general land use planning,it can provide a sustainable ecological assessment of the planned ecological benefits and land use structure.Then,the general situation of the Ningqiang County,the status of land use,and the planning plan were analyzed.Using the city's hectare ecological footprint model to calculate the per capita ecological footprint,per capita ecological carrying capacity,per capita ecological deficit/surplus from 2009 to 2016 in Ningqiang County,it is concluded that per capita ecological footprint keeps increasing,but per capita ecological carrying capacity does not change.the ecological surplus before 2014,the ecological deficit in 2015,and the result of an ever-expanding trend.Finally,using the mean GM(1,1)prediction model,the per capita ecological footprint and per capita ecological carrying capacity of the planned target year are predicted from three perspectives,and based on the ?Ningqiang County general land use planning(2006-2020)2014 the adjustment?plan will calculate the annual ecological carrying capacity of the planned target,and will perform predictive analysis and evaluation accordingly.In the planning target year,the ecological carrying capacity increased compared with 2016.However,due to the substantial reduction of the farmland returning farmland to forest,less supplementary cultivated land for development and rehabilitation,resulting in a decline in the ecological carrying capacity of cultivated land,so the predicted ecological carrying capacity has not been reached ecological deficit.In summary,this paper uses the ecological footprint method to analyze and evaluate the general land use planning in Ningqiang County,and considers that the city's hectare ecological footprint method is applicable to the evaluation of county-level general land use planning.The general land use planning of Ningqiang County has increased the ecological carrying capacity to a certain extent,but the planned land use structure is not reasonable and its ecological benefit is not high.Therefore,in the preparation of the plan,consider the future ecological footprint,increase the awareness of protecting cultivated land,rationally guide the development and utilization of unused land,actively implement and implement new policies and regulations,and strengthen ecological protection.
