| According to the predictions,33% of the world's population will live in cities by 2030 due to the cities' expansion,the population's growth and mobility.And the proportion will further increase to 70% by the year of 2050.That is to say,more than 6 billion people will live in cities then.Promoted by the accelerating urbanization process,the shortage of city inherent capacity,as well as the outdated city management pattern,have resulted in a series of “city disease” including environmental pollution,traffic jam,energy pinch,housing shortage and disorganized urban planning.“Smart city” is a newly appeared concept along with the era development.It can realize cities' digital management,effectively resolve the “city disease”.Therefore,based on the theory of digital governance,taking Qian'an as an example can greatly enrich the construction concept of medium-sized cities theoretically.As for the practical value,it can improve the effect of urban governance and enhance the service level of the city,and make the citizens' life more convenient,which is of great significance to promote the urban development.In this paper,literature research,case analysis,comparative research and questionnaire methods are used to study the construction of Qian'an smart city.The present study has reviewed the theories about smart city.On one hand,some strategies against Qian'an smart city construction have been proposed with the theory of digital Governance.On the other hand,some macro implications have been obtained by analyzing the typical smart city construction cases in China.Then,targeted smart city construction plan and countermeasures based on the practical situation of Qian'an have been gotten,thus enriching the connotation of smart city construction according to digital Governance.It is expected to give suggestions to the smart city construction of Qian'an,provide a model for other small-medium sized cities,and enhance the rationality and scientificity in China's prospective urbanization development. |
