Ride-hailing Regulation Study In "Internet +" Era

Ride-hailing as an emerging industry pattern,generated in the “Internet +” era,through the Internet platform to build a transaction matching system,it fundamentally changed the matching method between drivers and passengers,and resulting in the information exchange equality and decision-making autonomy between supply and demand sides.The emergence of ride-hailing altered the traditional taxi industry in industrial form,economic benefits,and regulation system these three aspects,and achieved great competitive advantage.Since 2015,Chinese government has started to establish a regulation system for the ride-hailing industry.In the controversy of support and opposition to ride-hailing,China's ride-hailing regulation policy has gone through three stages: “conniving(2010-2014)— strict restrictions(2015-2016)— prudent regulation(2016 to date)”.Due to the dual structure in China's taxi management,each local government is responsible for the specific implementation of ride-hailing regulation policy,through K-means clustering analysis,China's local government ride-hailing regulation policy can be divided into three types: Restrictive Regulation,Balanced Regulation,Relaxed Regulation.Through a qualitative research on the policy making process in Shanghai,and a quantitative data analysis of 145 cities in China,it can be found the operation mode and scale of the local taxi industry are two key factors affecting the strict degree of the local ride-hailing industry.China's ride-hailing regulation transition shows three major characteristics:(1)Co-regulation by government and enterprise has become the trend of the future: government regulates platform,platform is responsible for business.(2)In the transformation of Internet technology,the focus of government regulation is changed from specific intervene market operation to market regulation.(3)Internet technology empowers and reforms each other between the state and the market,it is possible to establish an open,transparent and cooperative relationship between country and market in the future.
