The issue of agriculture,rural areas and farmers is a fundamental issue related to the national economy and people's livelihood.To solve the problem of "agriculture,rural areas and farmers",it is first necessary to solve the peasant problem and find ways to increase the income of the peasants.Since entering the new century,especially after the Central Government Work Conference in Xinjiang in 2010,the Central Committee and the Xinjiang Party Committee and Government have issued a series of policy measures to support the development of agriculture,agriculture,and peasants,support for the development of the four states in southern Xinjiang,and the income of farmers in four counties in southern Xinjiang has been realized.A substantial increase,but the income level is still relatively low,and there is a big gap between the income of farmers in the country and the whole region.This article reviews the evolution of peasant income growth in the four states in South Xinjiang,and analyzes the income levels of peasants in the four prefectures of South Xinjiang after four years of reform and opening up,the 1990 s,the beginning of the new century,and the Central Xinjiang Work Forum.The characteristics of income,sort out public policies to promote the increase of farmers' income,especially the policy of supporting the development of southern Xinjiang's industries and promoting the increase of farmers' income after the Central Xinjiang Work Forum,and highlighting the important role of public policies in increasing farmers' income.Based on the above studies,the main factors constraining the income of peasants in the four states of southern Xinjiang are analyzed.This is mainly reflected in the following five aspects: the level of cultural quality of farmers is relatively low,the level of rural social development is relatively backward,the employment of rural labor is difficult to transfer,the development of industrialized urbanization is lagging behind,and the support and protection of public policies for increasing farmers' income is insufficient.Finally,this paper proposes to establish a long-term mechanism for increasing farmers' income through adjustment of public policies,and put forward proposals based on the constraints in the increase of farmers' income in the four counties of southern Xinjiang: to strengthen the support and protection of agricultural education science and technology,and to continue to deepen reforms and innovations.We will improve the farmers' income-generating environment,promote the transfer of rural surplus labor force,promote the development of industrial integration,increase financial input and reduce external pressure on farmers' income,and build a long-term mechanism to promote long-term and stable growth of farmers.
