Research On Government Response Mechanism In Chinese Food Safety Emergencies

In recent years,frequent food safety emergencies,such as “lean meat essence” and “plasticizer”,have exposed some enterprises and responsible people to lose their moral and social responsibility,and there are some problems in the production and management of food.At the same time,it also exposes the government's defects in the mechanism and mechanism of dealing with food emergencies.The emergence of food safety emergencies constantly test the psychological endurance of the people,and also influence the credibility of the authority of the government and become one of the most important culprit to influence the stability and harmony of the society.In the current situation of food safety,how to make a correct and rapid response to food safety emergencies is still an important issue that governments at all levels can not ignore.The response mechanism of food safety emergencies in China has been built since the beginning of 2006.The state to all levels of local governments carry out and formulate relevant contingency plans at all levels.However,in the specific disposal,there are still unsound prevention mechanisms,emergency plans without ground gas,training exercises in form,and imperfect coping mechanism.The problems of poor coordination and order of multi sector organizations,lack of database of food safety report,unstable security mechanism,weak function of food supervision department,insufficient effective supervision means of grass-roots regulatory departments,lack of social participation and prevention mechanism.In this paper,the basic theory of public crisis management with the experience of the food safety accident coping with the author,and carefully analyses the current situation and deficiency of the current system,the construction and practice of the emergency management system and mechanism of food safety in China,and through the reference of the mechanisms,coping systems and coping experiences of the United States,Australia and Japan.In order toimprove the government's food safety emergency response mechanism and to reduce the risk of food safety emergencies more effectively,some pertinent suggestions are put forward,including improving the pre prevention mechanism,improving the emergency disposal mechanism,strengthening the social participation,and perfecting the construction of the aftermath of the end.This paper focuses on the in-depth study of the pre response mechanism of food safety emergencies,and hopes to establish and improve the summary analysis system,specific sign tracking system,information intelligent search sharing system and food safety emergencies through the establishment and improvement of the real-time monitoring network of food safety and emergency cases of food safety emergencies.Interest database,etc.,to provide a more effective support for food safety emergencies.It is hoped that through the research of this subject,it can help governments at all levels to cope with the construction of the system so as to better protect the health and safety of the public.
