Research On The Improvement Of Financial Management Problems In Shaanxi Institute Of Zoology

The problem of financial management is a continuous topic,which needs to be improved and improved continuously,in order to meet the requirements of the financial management of public welfare scientific research institutions.This paper chooses Shaanxi Institute of Zoology to study the problem of financial management,with a view to promoting the transformation and upgrading of the unit's financial management,providing better financial management services for the unit,and promoting the sustainable and healthy development of Shaanxi Institute of Zoology.It can provide reference for financial management of similar public welfare scientific research institutions.This paper adopts literature research method and survey method.It focuses on three aspects of financial management contents,current problems in financial management,suggestions for improving and strengthening financial management of public welfare research institutions.Through the analysis of the particularity of the beneficial scientific research institutions and the combing of the laws,regulations and policy documents issued in recent years in the areas of institutional reform,financial reform,scientific and technological reform,and comprehensive and strict administration of the Party,It is concluded that the content of unit financial management should include five aspects:first,budget management;second,research project fund management;third,performance management;fourth,asset management;fifth,internal control management.To find out the problems in the financial management of Shaanxi Institute of Zoology include:first,the financial allocation guarantee mechanism of the government is not perfect;second,the units do not know the financial management in place;third,the role of budget management is inadequate;fourth,performance management has just started;fifth,the internal control management does not follow on the need of the situation;sixth,the information technology means lag behind;seventh,the financial services can not keep up with the needs of the situation.There are two main reasons,one is that the principal-agent mechanism is not perfect,the other is that the problem of information asymmetry has not been solved effectively.In view of the existing problems and the analysis of the reasons,this paper points out that the establishment of systematic financial management system in Shaanxi Institute of Zoology Provincial Animal Research Institute needs internal and external efforts.Externally,first,we should strive for the efforts of the relevant departments to increase the security of funds;second,is necessary to enhance the understanding of the importance of financial management for all personnel of the unit;third,is to promote diversification and broaden sources of funds.Internally,it is necessary to focus on solving the problems of imperfect principal-agent mechanisms and asymmetric information.First,is to improve the level of information and realize information exchange.Second is to make budget scientifically and reasonably,to strengthen budget performance management.Third is to improve the management system and strengthen the management of internal control.Fourth is to combine management in service and optimize financial service.In order to ensure the effectiveness of the measures,this paper suggests that the Shaanxi Institute of Zoology should improve the institutional security,set up a financial management committee to improve the level of financial management.In addition,improve the security of personnel,strengthen the financial personnel and strengthen the training of financial personnel;improve the assessment guarantee,establish a scientific and reasonable examination reward and punishment mechanism,and create a good environment for improving financial management.
