| We will fully implement the national strategy for sustainable agricultural development and the strategy of “collecting grain in the ground and storing grain in technology” and try to implement a seasonal fallow system in the Heilonggang area.The growing season of winter wheat in the area is in arid and rainy winter.The main water source is groundwater extraction.Seasonal fallow is conducive to improving the ecological environment deterioration caused by long-term overloaded cultivation and the imbalance of grain supply and demand.During the promotion process,some rural households are still unwilling to fallow,leading to the promotion of promotion work.At present,domestic and foreign scholars have few researches on the promotion of fallow systems from the perspective of farmers.Among them,foreign scholars mainly study on fallow practices and other aspects.Most domestic scholars conduct research on the necessity of implementation of fallow systems.Therefore,during the process of exploring the policy of promoting seasonal fallow,it is of theoretical and practical reference value to analyze the influencing factors of the farmers' willingness to fallow,and promote the seasonal fallow system in the wider Heilonggang region.This paper takes the externality theory,public goods theory,innovative diffusion theory,and rational economic man theory as the theoretical frame of the full text.Yanshan County is the earliest pilot area of cultivated land seasonal fallow in Hebei Province and has a large area of fallow.The selection of the county's Yang The township,Hanji Town,Qiantong Town,and Mengdian Township carried out field surveys.A total of 234 questionnaires were issued,with an efficiency of 86.67%.The current implementation of the seasonal fallow system and the problems in the promotion process were summarized.Firstly,by constructing a binary logistic regression model,16 indicators such as gender and age were selected to analyze the influencing factors of farmer's willingness to fallow;secondly,CVM conditional value method was used to analyze the willingness of farmers to receive compensation;finally,based on the results obtained from the above models and methods,Discuss the measures to promote the seasonal fallow system in the wider area of Heilonggang District.The main conclusions are as follows:First,the compensation amount is the most important factor in the five aspects of the basic situation of individual households,the family's basic situation,the natural resources endowment,farmers' fallow awareness and compensation amount;Second,farmers' willingness to fallow is inversely proportional to age,scale of production,land cultivation methods,attention to policy effects,and degree of satisfaction of compensation;and education level,sources of winter wheat water,farmers' understanding of policy levels,interest in policies,and farmers The degree of understanding of fallow is proportional to;Thirdly,the average willingness to accept compensation for Yangji Township,Mengdian Township,Hanji Township,and Qiantong Town in Yanshan County is 312.37 yuan,496 yuan,509 yuan,and 625 yuan per mu respectively.In response to the above research,this paper proposes the following suggestions:Establish a reasonable compensation mechanism.Do not engage in “one size fits all”,forcing fallow cultivation,and use township and village as the main units to “set up villages according to local policies”,and set up weighted scores based on the conditions of the rural households in the pilot areas and the natural resources status.Standards;do a good job in policy promotion and guidance;strengthen planting technical guidance;improve the policy of purchasing grain.We will improve the preferential policies for farmers to purchase food,provide them with daily food needed,and ensure the employment of rural laborers.Pay attention to the cultivation of professional skills of rural labor force,guide the labor force to find its own advantages,and take initiative in innovation and entrepreneurship. |
